Abstract

The background of this research the problem of corruption in Indonesia and has so many of the criminals are convicted and the case was disseminated in the media, but continues to grow people who commit corruption. The environment Pemprovsu the last few years so many officials who exposed corruption cases there's even punished And this attracted the attention of researchers to determine the Implementation of the instruction from Presidential of the Republic of lndonesia number 2 in 2014 is about the Action to prevent and fight against the corruption in the government of North Sumatera Province.Collecting data in this study conducted by researchers with direct observation, interviews and documentation of the qualitative research methods. The research results were obtained that the implementation of the Action PAC 2014 Government in North Sumatera still administrative action that is only send data via email. And still ·there is a gap between the results of administrative action by the PAC in the field. So the researchers draw conclusions and suggestions that the administrative, the implementation of the Instruction from the President number 2 in 2014 went well, but in practice remains to be done changing patterns of thought and behavior. Echoes of the implementation of the Action PAC should be known by all the bureaucrats in Government in North Sumatera. There should be a reward and punishment in the implementation of the Action PAC in 2015. The existence of a shared commitment to eliminate the culture of the deposit in carrying out its duties and obligations as a bureaucrat.
