Abstract

This study aims to determine the role of the KPU in increasing voter participation in the Medan City Election in 2015. The KPU is a national institution formed based on the Act as an independent and independent election organizer The KPU as the organizer of the general election has the duty and responsibility in increasing voter participation, where voters in the public have the right to use their voting rights in general elections. The formulation of the problem in this study is how the role of the General Election Commission in increasing voter participation and what are the inhibiting factors and supporters of the KPU in increasing voter participation. The theory that supports this research is the theory of roles in which actions carried out by a person or group of people in an event. This research was conducted using a qualitative descriptive study. Data is conveyed in verbal form, which emphasizes contextual issues and is not bound by the calculation of numbers, empirical measures. Data is generally in the form of narration, pictures. Data is obtained through interviews, observations, recordings and so on. In this case the researcher wants to explore what are the efforts in increasing voter participation and what are the obstacles faced in increasing voter participation. The location of the study was conducted at the General Election Commission office in Medan City. It can be concluded that the role of the General Election Commission in increasing voter participation in the Medan Mayor Election in 2015 was not satisfactory.
