Penyelenggaraan Pemerintahan Daerah dalam Mewujudkan Good and Clean Governance (Studi pada Biro Pemerintahan Sekretariat Daerah Provinsi Sumatera Utara)

Abstract

The Government Bureau is one of the Regional Devices Organizations that are in the scope of work of the Regional Secretariat of North Sumatra Province in organizing the Government. One of the demands of the administration of government is the realization of good and clean governance. There is an assumption of non-transparency and accountability in governance. The problem in this research is how the implementation of the Regional Government in the Bureau of Government Regional Secretariat of North Sumatra Province in Realizing Good and Clean Governance What are the factors that influence the Government Bureau of Regional Secretariat of North Sumatra Province in realizing Good and Clean Governance. In this study using theory according to UNDP in Adisasmita (2011:24) namely the principles or characteristics of good governance including Accountability and Transparency To obtain data, researchers used observation techniques, interviews , documentary and triangulation. Based on research that the Implementation of Regional Government in Realizing Good and Clean Governance in the Government Bureau of the Regional Secretariat of North Sumatra Province has been well implemented accompanied by reports prepared in an accountable manner. Factors that influence the Government Bureau in realizing Good and Clean Governance is that there are supporting factors namely performance accountability with good categories. The Inhibiting Factor is that there is still a problem of transparency in the Government Bureau regarding the administration of the government, namely the latest unpublished performance report, as well as the existence of problems in Apparatus Human Resources that do not have good Competence.
