Abstract: | Study conducted by researchers with the title "recruitment process candidates DPRD North Sumatra province in 2014 (study on leadership council prosperous justice party area). This research is done by looking at the performance of concern for legislators in North Sumatra province that showed a decrease in the level of quality of work. performance issues of legislators is because it is based on the candidate recruitment process conducted council members in the party's internal politics. active role of political parties is needed in preparing candidates for the Parliament to support the improvement of the quality of work of the members of the board, in this case the researchers used the theory according to the typology of political recruitment fadillah putra the partisan type, type of compartmentalization, the type of immediate survival, the type of civil service reform. This study used qualitative research methods, descriptive, with an interview of informants who are competent in the value of this, documentation, and field observations to study literature in the process of collecting data to obtain the results of the research. research results in the recruitment of candidates for legislators who do PKS seen from the typology of political recruitment noted above, but look at the procedural stage of the process that occurred in the field. PKS is actually in this case tend to use partisan types, the type of immediate survival and the type of civil service reform. The three dominant type used in the process of recruiting candidates for board members. if and when he is aware of the process of recruiting candidates for members of parliament in internal PKS can be a lesson in preparing candidates for the parliament to bring the members of a higher quality in the works for the people. |
Description: | Penelitian yang dilakukan oleh peneliti dengan berjudul “Proses Rekruitmen Bakal Calon Anggota Legislatif DPRD Provinsi Sumatera Utara Tahun 2014 (Studi Pada Dewan Pimpinan Wilayah Partai keadilan Sejahtera)”. Penelitian ini dilakukan dengan melihat kepedulian terhadap kinerja para anggota DPRD provinsi Sumatera Utara yang menunjukkan tingkat penurunan kualiatas kerja. Permasalahan dari kinerja anggota DPRD ini karena didasari dari proses rekruitmen calon anggota dewan yang dilakukan di internal partai politik. Peran aktif partai politik sangat dibutuhkan dalam mempersiapkan calon-calon anggota DPRD guna menunjang peningkatan kualitas kerja para anggota dewan, dalam hal ini peneliti menggunakan teori tipologi rekruitmen politik menurut Fadillah Putra, yakni tipe partisan, tipe compartmentalization, tipe immediate survival, tipe civil service reform. Penelitian ini menggunakan metode penelitian kualitatif yang bersifat deskriptif, dengan melakukan wawancara terhadap informan yang dinilai kompeten terhadap hal ini, dokumentasi, observasi lapangan serta melakukan studi pustaka dalam proses pengumpulan data untuk memperoleh hasil penelitian. Hasil penelitian dalam proses rekruitmen calon anggota DPRD yang dilakukan PKS dilihat dari tipologi rekruitmen politik yang dikemukakan diatas, namum terlihat pada tahap prosedural proses yang terjadi dilapangan. Sebenarnya PKS dalam hal ini cenderung menggunakan tipe partisan, tipe immediate survival dan tipe civil service reform. ketiga tipe tersebut dominan digunakan dalam proses rekruitmen calon anggota dewan. Sekiranya ketika sudah mengetahui proses rekruitmen calon anggota DPRD di internal PKS dapat menjadi suatu pelajaran dalam mempersiapkan para calon anggota DPRD agar kelak para anggota dewan lebih berkualiats dalam bekerja untuk rakyat. |
