Implementasi Kebijakan Pemerintah Kota Medan Terhadap Pedagang Kaki Lima di Kota Medan (Studi Kasus Relokasi Pedagang Kaki Lima Pusat Pasar Medan dan Sekitarnya)

Abstract

This study was conducted at Central Market (Pusat Pasar) of Medan that represents three surroundings sub-districts namely Medan Perjuangan, Medan Timur and Medan Kota. This study was performed by descriptive method with qualitative approach. It focused on actual problem with rational interpretation problem that combine both positisfic and qualitative approach.The aim of this study is to describe the policies evaluation conducted by the government of Kota Medan in handling the street vendors (Pedagang Kaki Lima) and prohibitive factors of street vendors relocation. Data was collected through interviews, documentation and observation. The results of this study was identification of three stages of relocation acts for street vendor (PKL) namely the policy socialization, the structuring and the arrangement stage.In the policy socialization,the policy is announced to public by clarifying the understanding on regulation implementation as set forth in governing regulation related to street vendors (PKL). The structuring and arrangement stages were done by registration of the prospective tenants who will occupy new outlets, while the control stage was done by disciplining the street vendors who were misconduct or unmet the provisions of local regulations.
