Abstract: | In essence, the change of management is directed to implement the management of effective and efficient government agency. One of the efforts to manage the management is realized in the form of compilation and implementation of Standard Operational Procedures of Government Administration Procedures (hereinafter referred to as SOP AP) in the implementation of duties and functions of the government apparatus. The preparation and implementation of the SOP AP requires the full participation of all elements of the apparatus within the government institution. The Regional Secretariat of Medan City of North Sumatera Province is one of the government agencies that are required to have SOP AP at the institute, field and sub-section level. Preparation of SOP AP based on Permenpan Number 35 Year 2012 becomes an obligation that must be executed by the Regional Secretariat of Medan City. This study aims to analyze: Implementation of Minister of Administrative Reform Regulation of the Republic of Indonesia Number 35 Year 2012 About Guidelines for Preparation of Standard Operational Procedures of Government Administration (SOP AP), Study In The Secretariat Of Medan City. The sample in this research is 75 people. The analytical method used is quantitative descriptive. The result of the research shows the Implementation of Regulation of the Minister of Administrative Reform of the Government of the Republic of Indonesia Number 35 Year 2012 About Guidelines for Formulating Standard Operational Procedures of Government Administration (SOP AP), In the Secretariat of Medan City Region, seen from the communication aspect, sources, dispositions and bureaucratic structures effectively in accordance with existing provisions. The effectiveness of the implementation of the Regulation of the Minister of Administrative Reform of the Republic of Indonesia Number 35 Year 2012 on Guidelines for the Preparation of Standard Operational Procedures of Government Administration (SOP AP), in the Regional Secretariat of Medan City, is caused by: lack of communication, sources, attitude of employees in implementing the regulation and ineffective bureaucracy. |
Description: | Pada hakekatnya perubahan ketatalaksanaan diarahkan untuk melakukan penataan tatalaksana instansi pemerintah yang efektif dan efisien. Salah satu upaya penataan tatalaksana diwujudkan dalam bentuk penyusunan dan implementasi Standar Operasional Prosedur Administrasi Pemerintahan (selanjutnya disebut dengan SOP AP) dalam pelaksanaan tugas dan fungsi aparatur pemerintah. Kegiatan penyusunan dan implementasi SOP AP memerlukan partisipasi penuh dari seluruh unsure aparatur yang ada di dalam institusi pemerintah. Sekretariat Daerah Kota Medan Provinsi Sumatera Utara merupakan salah satu instansi pemerintah yang dituntut memiliki SOP AP pada tingkat lembaga, bagian dan sub bagian. Penyusunan SOP AP berdasarkan PermenPANRB Nomor 35 Tahun 2012 menjadi kewajiban yang harus dijalankan oleh Sekretariat Daerah Kota Medan. Penelitian ini bertjuan untuk menganalisis : Implementasi Peraturan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Republik Indonesia Nomor 35 Tahun 2012 Tentang Pedoman Penyusunan Standar Operasional Prosedur Administrasi Pemerintah (SOP AP), Studi Di Sekretariat Daerah Kota Medan. Sampel dalam penelitian ini sebanyak 75 orang. Metode analisis yang digunakan adalah deskriftif kuantitatif. Hasil penelitian menunjukkan Implementasi Peraturan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Republik Indonesia Nomor 35 Tahun 2012 Tentang Pedoman Penyusunan Standar Operasiona Prosedur Administrasi Pemerintah (SOP AP), Di Sekretariat Daerah Kota Medan, yang dilihat dari aspek komunikasi, sumber daya, disposisi dan struktur birokrasi belum berjalan secara efektif sesua dengan ketentuan yang ada. Belum efektifnya Implementasi Peraturan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Republik Indonesia Nomor 35 Tahun 2012 Tentang Pedoman Penyusunan Standar Operasional Prosedur Administrasi Pemerintah (SOP AP), di Sekretariat Daerah Kota Medan, disebabkan karena :masih kurangnya komunikasi, sumber daya, sikap pelaksana dalam mengimplementasikan peraturan tersebut, dan birokrasi yang tidak efektif. |
