Abstract

Office of Cooperatives and SMEs of North Sumatra Province is an office that has a duty in empowering cooperatives and SMEs in the Province of North Sumatra. Field of Small Business Empowerment is executor / implementor of Government Regulation No.17 of 2013 About Guidance of Law no. 20 Year 2008 About Micro, Small And Medium Enterprises. This research uses descriptive research form. The type of this research is qualitative descriptive, the data obtained will be described with the sentence. The theory used in this implementation research is Edward II theory where there are several factors that influence the success of implementation. By using Theory Edward III As a reference obtained the results of this study indicate that the Office of Cooperatives and SMEs of North Sumatra Province has implemented Government Regulation No.17 of 2013 About the Guidelines Act. 20 Year 2008 About Micro, Small and Medium Enterprises in accordance with SOP and applicable provisions although the results are not maximized because there are several inhibiting factors and supporters in the environment of the Office of Cooperatives and SMEs of North Sumatra Province.
