Implementasi Keputusan Menteri Agama No. 186 Tahun 2017 Tentang Pembangunan Zona Integritas Kementerian Agama Kota Medan

Abstract

Decree of the Minister of Religious Affairs (KMA) no. 186 Year 2017 on the Guidelines for the Implementation and Development of the Integrity Zone to the Corruption Free Territory (WBK) and the Bureaucracy of Clean and Serve Area (WBBM), the Ministry of Religious Affairs as the spearhead of the bureaucratic reform program in the Ministry of Religious Affairs, which is currently ASN in the Ministry of Religious City of Medan prosecuted working in accordance with Integrity resulting in performance allowances every 15 / month. This study aims to analyze the implementation and obstacles KMA No. 186 year 2017 in the Ministry of Religious City of Medan with a qualitative research approach. The results of the research using the George C.Edwards III Implementation model run quite well, if viewed from the disposition model that currently attitude and employee response in building Integrity change from previous year, from model bureaucracy structure jga run well, because mechanism and team work has been determined in accordance with the rules. But there are problems with communication models and budget resources. Not optimal socialization causing miscommunication between leaders and subordinates, and in the construction of ZI budget is stated 0%. However, ASN still works optimally and seeks to do the best by improving discipline and a better work culture. therefore the Ministry of Religious Affairs of Medan hopes the budget can be channeled and planned through the RAKL system.
