Title: Analisis Kualitas Pelayanan Izin Mendirikan Bangunan pada Dinas Pekerjaan Umum dan Penataan Ruang Kabupaten Dairi

Abstract: The Public Works and Spatial Planning Office of Dairi Regency has its Main Duties and Functions in accordance with the Regent Regulation No. Dairi. 20 of 2016 About Position, Organizational Structure, Main Tasks, Functions and Job Descriptions, as well as the Working System of Public Works and Spatial Planning of Dairi Regency. Public Works Department and Spatial Planning Dairi Regency is the element of implementing government affairs mandatory in the field of public works and spatial arrangement with one of its main duty is to provide services in the field of Building Permit.The condition of public service in Public Works Department and Spatial Planning of Dairi Regency is still inadequate, because there are still many complaints and complaints from the community either directly or through mass media, causing bad image to the image of government and local government.This study aims to determine and analyze the Quality of Building Permit Services (IMB) and the factors that affect the Department of Public Works and Penataadan Dairi District. Samples were taken by means of sampling, which amounted to 47 people. Data analysis with descriptive analysis by using frequency correlation product moment table.The results of this study indicate that the quality of public services Building Permit (IMB) in the Office of Public Works and Spatial Dairi Regency measured from 14 elements of service, included in either category. When viewed from each aspect shows the difference. Of the 14 elements of service, there are only 2 elements of service that is the responsibility of service officers and kesopnan and hospitality of service officers are included in the category very good and 7 elements of service included in the good category that is: service procedures, service requirements, discipline officers, get service, speed officers, and security services. While the 4 elements of service are clarity of service officers, the ability of service officers, the certainty of service costs and certainty of the service schedule included in the category of less good, there is even one element of service.
Description: Dinas Pekerjaan Umum dan Penataan Ruang Kabupaten Dairi mempunyai Tugas Pokok dan Fungsi sesuai dengan Peraturan Bupati Dairi No. 20 tahun 2016 Tentang Kedudukan, Susunan Organisasi, Tugas Pokok, Fungsi dan Uraian Tugas, serta Tata Kerja Dinas Pekerjaan Umum dan Penataan Ruang Kabupaten Dairi. Dinas Pekerjaan Umum dan Penataan Ruang Kabupaten Dairi merupakan unsur pelaksana urusan pemerintahan wajib di bidang pekerjaan umum dan penataan ruang dengan salah satu tugas pokoknya adalah memberikan pelayanan di bidang Izin Mendirikan Bangunan (IMB).Kondisi penyelenggaraan pelayanan publik pada Dinas Pekerjaan Umum dan Penataan Ruang Kabupaten Dairi saat ini masih belum memadai, karena masih banyaknya keluhan dan pengaduan dari masyarakat baik secara langsung maupun melalui media massa, sehingga menimbulkan citra yang kurang baik terhadap citra pemerintah dan pemerintah daerah. Penelitian ini bertujuan untuk mengetahui dan menganalisis Kualitas Pelayanan Izin Mendirikan Bangunan (IMB) dan faktor-faktor yang mempengaruhi pada Dinas Pekerjaan Umum dan Penataan Ruang Kabupaten Dairi. Sampel diambil secara aksidential sampling, yang berjumlah 47 orang. Analisis data dengan analisis deskriptif dengan menggunakan tabel frekwensi korelasi product moment.Hasil penelitian ini menunjukkan bahwa kualitas pelayanan publik Izin Mendirikan Bangunan (IMB) di Kantor Dinas Pekerjaan Umum dan Penataan Ruang Kabupaten Dairi yang diukur dari 14 unsur pelayanan, termasuk dalam kategori baik.Apabila dilihat dari masing-masing aspek menunjukkan adanya perbedaan. Dari ke 14 unsur pelayanan, hanya terdapat 2 unsur pelayanan yaitu tanggung jawab petugas pelayanan dan kesopnan dan keramahan petugas pelayanan yang termasuk dalam kategori sangat baik dan 7 unsur pelayanan yang termasuk dalam kategori baik yaitu : prosedur pelayanan, persyaratan pelayanan, kedisiplinan petugas pelayanan, keadilan mendapatkan pelayanan, kecepatan petugas, dan keamanan pelayanan. Sedangkan 4 unsur pelayanan yaitu kejelasan petugas pelayanan, kemampuan petugas pelayanan, kepastian biaya pelayanan dan kepastian jadwal pelayanan yang termasuk dalam kategori kurang baik, bahkan terdapat satu unsur pelayanan yang termasuk dalam kategori tidak baik.
