Evaluasi Implementasi Peraturan Bupati Dairi Nomor 20 Tahun 2015 Tentang Penyelenggaraan Usaha Toko Modern di Kabupaten Dairi

Abstract

Modern store industry is a strategic industry in its contribution to the Indonesian economy. In the global context, the market potential of modern Indonesian stores is quite large. The modern store industry has the second largest contribution to the formation of Gross Domestic Product (GDP) after the processing industry. The Government issued Presidential Regulation no. 112 of 2007 on the Arrangement and Guidance of Traditional Markets, Modern Shopping Centers and Stores, then technically in or in the Presidential Regulation, the Regulation of the Minister of Trade no. 70 of 2013 on Guidelines for the Arrangement and Development of Traditional Markets, Shopping Centers and Modern Stores. As a follow up of the above policy, the Government of Dairi Regency has issued Regent Regulation No. Dairy Regent Number 20 Year 2015 About the Implementation of Modern Store Business In Dairi Regency. The Regent's Regulation is intended to maintain the balance of the growth of modern stores, traditional markets and shops / stalls and in the effort to cultivate small business actors.This study aims to evaluate the implementation of Regent Regulation No. Dairy Regent Number 20 Year 2015 on the Implementation of Modern Store Business In Dairi Regency, which viewed from the aspect of effectiveness, efficiency, accuracy, responsiveness and accuracy. The method used is qualitative descriptive, with research informants from the Department of Industry and Trade. Data analysis was done by qualitative descriptive.The results of this study indicate that the Evaluation of the Implementation of Local Regulation no. 20 Year 2015 Concerning the Implementation of Modern Stores in Dairi Regency, viewed from the aspects of effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness, goes well. Protective measures given to people's markets, small and medium-sized micro enterprises are ineffective due to the unhealthy competition between traditional businesses and modern stores. As a result it reduces the number of consumers who come and reduce the amount of income to the traditional business so that there has been no synergy between traditional businesses with modern stores to improve the welfare of the people.
