dc.description | Pengabdian guru honor, baik itu guru honor di sekolah negeri maupun swasta tidak sebanding antara kewajiban yang harus dilakukannya dengan perolehan hak (penghasilan) yang diterima. Dengan kata lain, perhatian terhadap tenaga guru honor hingga saat ini masih sangat kurang. Kurangnya perhatian tersebut dapat dilihat dari besarnya penghasilan yang diterima oleh guru honor di daerah, khususnya di SMA Negeri Semadam Kec. Semadam – Kabupaten Aceh Tenggara. Penelitian ini bersifat deksriptif yang mengarah pada penelitian kualitatif, yakni mengenai analisis pengangkatan guru honor dilihat dari sumber penghasilan. Jenis data yang digunakan dalam penelitian ini adalah data primer dan data sekunder. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah teknik dokumentasi dan wawancara. Adapun analisis data yang digunakan dalam penelitian ini adalah analisis kualitatif. Pengangakatan tenaga guru honor di SMA Negeri Semadam dilakukan berdasarkan kebutuhan sekolah. Pola pengangkatan guru tidak tetap dapat dilakukan dalam 2 (dua) jenis, yaitu tenaga guru honor yang diangkat oleh pemerintah daerah, dalam hal ini dinas pendidikan Kabupaten Aceh Tenggara dan guru honor yang diangkat berdasarkan iniasiasi Kepala Sekolah. Pengangkatan guru honor, dilihat dari penghasilan yang diterima oleh masing-masing guru honormaka dapat dikatakan penghasilan yang diterima oleh Guru Tidak Tetap di SMA Negeri Semadam tidak sesuai dengan undang-undang, yakni Undang- Undang No. 14 Tahun 2005 Tentang Guru dan Dosen Undang-Undang Nomor 5 Tahun 2014 Tentang Aparatur Sipil Negara yang menegaskan bahwa pemberian gaji terhadap tenaga honor harus adildan layak. Besarnya penghasilan Guru Tidak Tetap (GTT), yaitu sebesar Rp. 800.000, maka penghasilan yang diterima oleh Guru Tidak Tetap di SMA Semadam dapat dikatakan tidak memenuhi standar kelayakan karena berada di bahwa UMP, yaitu sebesar Rp. 2.400.000. | en_US |
dc.description.abstract | The dedication of honorarium teachers, whether honor teachers in public or private schools, is not comparable between the obligations they have to make with the acquisition of the right (income) received. In other words, the attention to teachers honor teacher until now still less. Lack of attention can be seen from the amount of income received by teachers honorariums in the region, especially in SMA Negeri Semadam Kec. Semadam - Southeast Aceh District. This study is descriptive that leads to qualitative research, namely the analysis of the appointment of honor teachers viewed from sources of income. The type of data used in this study is primary data and secondary data. Data collection techniques used in this study are documentation and interview techniques. The data analysis used in this study is a qualitative analysis. The expense of honor teachers in Semadam State Senior High School is done based on the needs of the school. The pattern of appointment of non-permanent teachers can be done in 2 (two) types, namely honorarium teachers who are appointed by the local government, in this case the education office of Southeast Aceh Regency and the honorarium teachers appointed based on the Principal's aspirations. Appointment of honorarium teachers, seen from the income received by each honor if teacher can be said that income received by Non-Permanent Teachers at State Senior High School Semadam is not in accordance with the law, namely Law no. 14 Year 2005 About Teachers and Lecturers so Law Number 5 Year 2014 About the State Civil Apparatus which insists that the salary of honorarium staff should be proper and proper. The amount of income Teachers Not Stay (GTT), which amounted to Rp. 800.000, then the income received by the Non-Permanent Teacher at SMA Semadam can be said not to meet the eligibility standards because it is in that UMP, which is Rp. 2.400,000. | en_US |
