| dc.description | Peraturan Menteri Agama Republik Indonesia Nomor 29 Tahun 2015 tentang perubahan atas Peraturan Menteri Agama Nomor 14 Tahun 2012 tentang Penyelenggaraan Haji Reguler merupakan salah satu kebijakan yang dibuat oleh pemerintah dalam mengatasi permasalahan penyelenggaraan Ibadah Haji di tanah air khususnya permasalahan daftar tunggu (waiting list) keberangkatan haji yang semakin lama tahun antriannya. Penelitian ini merupakan penelitian deskriptif kualitatif dengan pendekatan induktif menggunakan metode wawancara mendalam untuk mengetahui bagaimana Implementasi Peraturan Menteri Agama Republik Indonesia Nomor 29 Tahun 2015 tentang perubahan atas Peraturan Menteri Agama Nomor 14 Tahun 2012 tentang Penyelenggaraan Haji Reguler di Kementerian Agama Kota Medan. Untuk mengetahui berhasil atau tidaknya implementasi Peraturan Menteri Agama Nomor 29 Tahun 2015 di Kementerian Agama Kota Medan, penulis melihat dari 4 faktor yang mempengaruhi sesuai teori George C. Edwards III yaitu komunikasi, sumber daya, disposisi dan struktur birokrasi. Hasil dari penelitian ini, Secara garis besar Implementasi Peraturan Menteri Agama Republik Indonesia Nomor 29 Tahun 2015 tentang perubahan atas Peraturan Menteri Agama Nomor 14 Tahun 2012 tentang Penyelenggaraan Haji Reguler di Kementerian Agama Kota Medan sudah berjalan dengan baik walaupun masih dibutuhkan perbaikan dalam beberapa hal. Hal ini diperoleh dari informan kunci, Informan utama, dan dari Informan tambahan pada bulan April 2018 pada Kantor Kementerian Agama Kota Medan, Adapun hambatan-hambatan dalam implementasi Peraturan Menteri Agama Nomor 29 Tahun 2015 dilihat dari segi komunikasi, sumber daya, disposisi dan struktur birokrasi, masih ada dan memerlukan perhatian khusus dari pengambil kebijakan Kementerian Agama. | en_US |
| dc.description.abstract | Regulation of the Minister of Religion of the Republic of Indonesia Number 29 of 2015 concerning amendment to Regulation of the Minister of Religion Number 14 of 2012 concerning Regular Hajj Implementation is one of the policies made by the government in overcoming the problem of organizing Hajj in the country, especially the problem of waiting lists for hajj departure the longer the queue year. This research is a qualitative descriptive study with an inductive approach using in-depth interview method to find out how the Implementation of the Regulation of the Minister of Religion of the Republic of Indonesia Number 29 of 2015 concerning changes to the Regulation of the Minister of Religion Number 14 of 2012 concerning the Implementation of Regular Hajj in the Ministry of Religion of Medan City. To find out the success or failure of the implementation of Minister of Religion Regulation No. 29 of 2015 in the Ministry of Religion of Medan City, the authors see from 4 factors that influence according to George C. Edwards III's theory, namely communication, resources, disposition and bureaucratic structure. The results of this study, Broadly speaking the Implementation of the Regulation of the Minister of Religion of the Republic of Indonesia Number 29 of 2015 concerning amendments to the Regulation of the Minister of Religion Number 14 of 2012 concerning the Implementation of Regular Hajj in the Ministry of Religion of Medan City has proceeded well although improvements are still needed in several respects. This was obtained from key informants, key informants, and additional informants in April 2018 at the Medan Ministry of Religion Office. The obstacles in implementing the Minister of Religion Regulation No. 29 of 2015 were seen in terms of communication, resources, disposition and bureaucratic structure. there is still and requires special attention from the Ministry of Religion policy makers. | en_US |
