| Abstract: | Development of education is one of the main priorities in the national development agenda. Development of education is very important because of its significant role in achieving progress in various areas of life: social, economic, political, and cultural. Therefore, the Government is obliged to fulfill the right of every citizen in obtaining education service to improve the quality of life of the Indonesian nation. The School Operational Assistance (BOS) program aims to free up the cost of education for underprivileged and light-weighted students for them to obtain better quality basic up to basic education services in order to complete the 12-year compulsory education.This study aims to find out: The success of the School Operational Assistance Program (BOS) in SMPN 2 Padang Bolak Kabupaen Padang Lawas Utara is seen from the aspects of: communication, sources, trends, bureaucratic structure, and the results obtained and the factors that influence it . The sample was taken by purposive sampling, as many as 43 people. Data analysis was done by using quantitative descriptive method. The results showed that Implementation of School Operational Assistance Program SMPN 3 Padang Bolak Kabupaen Padang Lawas Utara in accordance with the established criteria, which is the average total score of 2.75, it is included in the category either in the sense that the perception of the program School Operational Assistance Program SMPN 2 Padang Bolak Kabupaen Padang Lawas Utara has been running effectively. When viewed from each indicator, of the four indicators used to measure program implementation (communication, resources, trends, bureaucratic structure,), only indicators of resources fall into the medium category. The main obstacles that are still found in the implementation of the program are related to the obstacles to the disbursement of BOS funds that have not been evenly distributed or meet the expectations of the entire community. |
| Description: | Pembangunan pendidikan merupakan salah satu prioritas utama dalam agenda pembangunan nasional. Pembangunan pendidikan sangat penting karena perannya yang signifikan dalam mencapai kemajuan di berbagai bidang kehidupan: sosial, ekonomi, politik, dan budaya. Karena itu, Pemerintah berkewajiban untuk memenuhi hak setiap warga negara dalam memperoleh layanan pendidikan guna meningkatkan kualitas hidup bangsa Indonesia. Program Bantuan Operasional Sekolah (BOS) bertujuan untuk membebaskan biaya pendidikan bagi siswa tidak mampu dan meringankan bagi siswa yang lain, agar mereka memperoleh layanan pendidikan dasar yang lebih bermutu sampai tampat dalam rangka penuntasan Wajib Belajar 12 Tahun.Penelitian ini bertjuan untuk mengetahui: Keberhasilan Program Bantuan Operasional Sekolah (BOS) di SMPN 2 Padang Bolak Kabupaen Padang Lawas Utara dilihat dari aspek: komunikasi, sumber-sumber, kecenderungan-kecenderungan, struktur birokrasi, dan hasil yang diperoleh serta faktor-faktor yang mempengaruhinya. Sampel diambil secara purposive sampling, sebanyak 43 orang. Analisis data dilakukan dengan menggunakan metode deskriftif kuantitatif. Hasil penelitian menunjukkan bahwa Persepsi Pelaksanaan Program Bantuan Operasional Sekolah SMPN 2 Padang Bolak Kabupaen Padang Lawas Utara sesuai dengan kriteria yang ditetapkan, yaitu dengan rata-rata total skor 2,75, maka termasuk dalam kategori baik dalam arti bahwa pelaksanaan program Program Bantuan Operasional Sekolah SMPN 2 Padang Bolak Kabupaen Padang Lawas Utara tersebut telah berjalan secara efektif. Apabila dilihat dari masing-masing indikator, dari keempat indikator yang digunakan untuk mengukur implementasi program (komunikasi, sumber-sumber, kecenderungan-kecenderungan, struktur birokrasi,), hanya indikator sumber-sumber yang termasuk dalam kategori sedang. Hambatan utama yang masih ditemukan dalam pelaksanaan program adalah berkaitan dengan hambatan penyaluran dana BOS yang belum merata atau memenuhi harapan seluruh masyarakat. |
