Impelementasi Penerapan Program Surat Digital (E-Surat) Terhadap Percepatan Birokrasi pada Sekretariat Daerah Kabupaten Pakpak Bharat

Abstract

The e -surat application is a kind of technology applied in the Regional Secretariat of Pakpak Bharat Regency. The e-surat application is a digital letter transformation that was created to respond to incoming or outgoing information. The existence of this e-mail system facilitates in correspondence, so that an official can provide a quick response. The Regional Secretariat of Pakpak Bharat Regency implements the e-surat System due to several problems that occur, for example e-mail is made from the invention of false documents, and wasteful of paper, time and cost, the Secretariat The problem to be studied in this research is how the procedure of the management of the letter with the application (e-surat) of the Regional Secretariat of Pakpak Bharat Regency, whether the application of e-mail has been effective, what constraints faced during e-surat operation, and what solutions are being undertaken to overcome the constraints faced. The object of study in this research is the Regional Secretariat of Pakpak Bharat Regency. Methods of data collection used in the preparation of the thesis is the method of observation, and interview. While the method of data analysis used is descriptive analysis method. Based on the results of research by the author that the application of e-mail as an application of correspondence activities is good and quite effective. The level of effectiveness can be seen from the speed, security, and performance of employees. Although it is considered quite effective, but still found obstacles in the implementation of e-surat in the daily correspondence activities. To overcome the constraints faced by the agency has sought several solutions to overcome these obstacles. The conclusion that can be drawn from the research is the implementation of e-surat in the Regional Secretariat of Pakpak Central Bharat Regency is quite effective. The authors suggest that e-mail applications for mailing activities continue to be implemented even if need be developed more so more effective.
