Implementasi Undang-Undang Nomor Nomor 24 Tahun 2013 Tentang Administrasi Kependudukan di Kabupaten Mandailing Natal

Abstract

Concerning Population Administration which is an elaboration of the mandate of Article 26 paragraph (3) of the 1945 Constitution of the State of the Republic of Indonesia aims to realize the orderliness of the Population Administration with the establishment of a national population database as well as the validity and validity of the published population documents . Population Administration as a system, for the Population is expected to provide the fulfillment of the administrative rights of the population in the public service and provide protection with respect to the publication of the Population Document without any discriminatory treatment through the active role of the Government and local government.This study aims to analyze the implementation of Law Number 24 Year 2013 About Population Administration in Mandailing Natal District and the factors that mempengauhi in the implementation of Law Number 24 Year 2013 on Population Administration. Informants were taken by pursovie, which consisted of apparatus from the Mandailing Natal District Population and Civil Registry. Data analysis was done qualitative descriptive.The results of this study indicate that Implementation of Law No. 23 of 2013 on Population Administration in Mandailing Natal Regency, seen from the aspects of communication, resources, disposition and bureaucratic structure in general has not gone well. The ineffectiveness of the implementation of Law No. 23 of 2013 on Population Administration in Mandailing Natal Regency is marked by many people who do not have a residence document in the form of KTP-el, which is only 66.4% (213,525 people) of the total population aged 17 years to (321,434 people) of the population who are required to have ID cards. Factors that affect the Implementation of Law No. 23 of 2013 About Population Admission in the Mandailing Natal Regency This is caused by: Equipment such as recording devices and computer servers located in the districts were damaged. The limited facilities / internet network facilities to support the service of population administration and the late request of blank and order to adminduk central Jakarta cause at the time of request of citizen of resident document in the form of KTP-el can not be served d) Rarely held oprator training to support operational service process of issuance of KTP- el e) there are employees who have not fully implemented the population administration policy.
