Implementasi Program Sertifikasi Guru RA/Madrasah di Lingkungan Kementerian Agama Kabupaten Labuhanbatu

Abstract

In the law on teacher and lecturer article 16 it is mentioned that the government provides professional teacher support which is appointed by the government and educational unit organized by masyarakt who have the specification of educator which is equal to one time basic salary appointed by the government on the level of employment and qualification the same one. This professional allowance is allocated in APBN and APBD. Teachers who have certification status as professional teachers should show good performance with full motivation and commitment to always improve the performance of work teachers, work performance and lead to the quality of the resulting product that is the competent and achieving students.This study aims to analyze: Implementation of RA / Madrasah Teachers Certification on Teacher Performance Improvement, Study at the Office of the Ministry of Religious Affairs of Labuhanbatu District, Samples in this research are 26 people from 386 teachers already certified. The method of analysis used is Mix Method (Mix Methode) between qualitative and quantitative.The result of the research shows that Implementation of Certification for RA / Madrasah Teachers in Position in Ministry of Religion Office in RA / Madrasah at Ministry of Religion Labuhanbatu Regency seen from communication aspect, resources, disposition and bureaucracy strutktur in general have been well implemented. The performance of RA / Madrasah Teachers in the Ministry of Religion of Labuhanbatu Regency that has been certified is close to compliance with the standards, but there is still a weakness of teachers on the use of IT in learning and searching for enrichment materials from cyberspace. There are several factors that affect teacher performance, both from internal and external aspects. From the internal aspect of the greatest teacher is the educational / scientific background that the teacher has and the physical health problem.
