Abstract

To increase the moral commitment of all civil apparatus of state and business and society to realize good governance; improve the effectiveness of monitoring systems and accelerate follow-up of monitoring and examination results; improve the professionalism of human resources of the apparatus through the implementation of various education and training (training) both structural, functional, and technical training followed by improving the welfare of ASN and improvement of personnel management. The title of this research is the Professionalism of the State Civil Apparatus in the Regional Government Bureau of the Secretariat of the Province of North Sumatra Governor Office of North Sumatera). Based on the background of actual problems and issues that exist, then the formulation of the problem in this study is: How the Professionalism of Civil State Apparatus in the Environment Bureau of Government Secretariat of the Province of North Sumatra ?. This study aims to determine the Professionalism of the State Civil Apparatus in the Regional Government Bureau of the Secretariat of the Province of North Sumatra. know the obstacles faced by the Government Bureau of the Secretariat of the Province of North Sumatra in realizing the professionalism of the Civil State Apparatus. Based on the description of research results and discussion, then the conclusion in this study as a whole Professionalism of State Civil Apparatus on Government Bureau of North Sumatera Provincial Secretariat in responding to community aspirations and innovation has not reflected the public expectation to get the best service, but the Regional Government Bureau of Secretariat of North Sumatera Province have a commitment to perform their duties and functions well.
