Abstract:	The era of openness today often creates social conflicts that occur in society with berabagi variety of reasons. One of the social conflicts that occurred in Medan City is social conflict in Pasar Tin Between Traditional Traders with Local Government of Medan City in the process of relocation and revitalization of Tin Market. As part of social conflict, the institution that handles it is the police. The problems raised in this study include: how the law rules about the efforts of the police in the handling of social conflicts, how the factors causing social conflict in Medan Timah Market and the police efforts in its handling and how the police obstacles in the prevention of social conflict in Pasar Timah Medan. This research is directed to normative juridical legal research, or doctrine which is also referred to as library research or document study, since more is done to secondary data which exist in libraries. The results of research and discussion explain the rule of law of police effort in handling of social conflict include: Law Number 8 Year 1981 About Book Criminal Procedure Law, Law no. 2 of 2002 Concerning the Police of the Republic of Indonesia, Law Number 7 Year 2012 Concerning the Handling of Social Conflict, Government Regulation Number 2 Year 2015 Concerning the Implementation of Law Number 7 Year Year 2012 About The Handling of Social Conflict, Presidential Regulation Number 52 Year 2010 About Composition Organization and Administration of the Police of the Republic of Indonesia and Regulation of the Chief of the State Police Number 8 Year 2013 on Technical Handling of Social Conflict. The factors causing social conflict in Pasar Tin Medan include: the absence of social justice, different reactions between traders there are receiving market revitalization and some are not and relocation and revitalization is done on the homes of homes. Police efforts in handling social conflicts in Pasar Tin Medan are through: structural handling, persuasive action and refresive action. Constraints in the handling of social conflict in Medan Timah Market by Police: Relocation and revitalization of tin market has not been resolved properly, the implementation of coordination is not maximal, and the budget is not sufficient.
Description:	Era keterbukaan dewasa ini acapkali melahirkan konflik-konflik sosial yang terjadi di tengah masyarakat dengan berabagi ragam alasan. Salah satu konflik sosial yang terjadi di Kota Medan adalah konflik sosial di Pasar Timah Antara Pedagang Tradisional Dengan Pemerintah Daerah Kota Medan dalam proses relokasi dan revitalisasi Pasar Timah. Sebagai bagian konflik sosial maka lembaga yang menanganinya adalah pihak kepolisian. Permasalahan yang diajukan dalam penelitian ini meliputi: bagaimana aturan hukum mengenai upaya kepolisian dalam penanggulangan konflik sosial, bagaimana faktor penyebab terjadinya konflik sosial di Pasar Timah Medan dan upaya kepolisian dalam penanggulangannya dan bagaimana hambatan kepolisian dalam penanggulangan konflik sosial di Pasar Timah Medan. Penelitian ini diarahkan kepada penelitian hukum yuridis normatif, atau doktriner yang juga disebut sebagai penelitian perpustakaan atau studi dokumen, karena lebih banyak dilakukan terhadap data yang bersifat sekunder yang ada di perpustakaan. Hasil penelitian dan pembahasan menjelaskan aturan hukum upaya kepolisian dalam penanggulangan konflik sosial meliputi: Undang-Undang Nomor 8 Tahun 1981 Tentang Kitab Undang-Undang Hukum Acara Pidana, Undang- Undang No. 2 Tahun 2002 Tentang Kepolisian Republik Indonesia, Undang- Undang Nomor 7 Tahun 2012 Tentang Penanganan Konflik Sosial, Peraturan Pemerintah Nomor 2 Tahun 2015 Tentang Peraturan Pelaksanaan Undang-Undang Nomor 7 Tahun Tahun 2012 Tentang Penanganan Konflik Sosial, Peraturan Presiden Nomor 52 Tahun 2010 Tentang Susunan Organisasi Dan Tata Kerja Kepolisian Negara Republik Indonesia dan Peraturan Kepala Kepolisian Negara Nomor 8 Tahun 2013 Tentang Teknis Penanganan Konflik Sosial. Faktor penyebab terjadinya konflik sosial di Pasar Timah Medan meliputi: tidak adanya keadilan sosial, reaksi yang berbeda antara para pedagang ada yang menerima revitalisasi pasar dan ada yang tidak dan relokasi dan revitalisasi dilakukan di atas tanah gusuran rumah penduduk. Upaya kepolisian dalam penanggulangannya konflik sosial di Pasar Timah Medan adalah melalui: tindakan penanganan struktural, tindakan penanganan p ersuasif dan tindakan refresif. Hambatan dalam penanggulangan konflik sosial di Pasar Timah Medan oleh Pihak Kepolisian: Relokasi dan revitalisasi pasar timah belum terselesaikan secara baik, pelaksanaan koordinasi kurang maksimal, serta Anggaran yang tidak mencukupi.
