Abstract: | In administering the administration in the General Section of the government the Provsu DPRD Secretariat as a servant in the administration must be optimal. However, in its implementation there are still some indications that have not been maximal in supporting the implementation of the DPRD function. Based on this background, the formulation of the problem is (1) How to administer the administration in the general government section of the DPRD Secretariat of North Sumatra Province. (2) Factors that become obstacles in the administration of administration in the general government section of the DPRD Secretariat of North Sumatra Province.The research objective was to analyze (1) Administration in the general government section of the DPRD Secretariat in North Sumatra Province. (2) Obstacles in administering administration in the general section of the DPRD Provincial Secretariat of North Sumatra.The research method used was descriptive with qualitative analysis. Data collection was obtained from interviews, documentation, and observations.The results of the study are (1) the Secretariat of the Provsu DPRD prepares the target of activities by calculating each type of activity carried out by the Regional Representative Council of North Sumatra Province. Synchronization of these three things greatly determines the success of the Provsu DPRD Secretariat in carrying out the tasks of secretarial administration and financial administration. (2) Provsu DPRD has carried out the general principles of good governance including transparency and participation. (3) In order to improve performance, the DPRD of North Sumatra Province has carried out its duties, functions and authorities to be more efficient and effective. That the role of the Expert Staff and Expert Team / Expert Group in supporting the smooth implementation of the tasks and functions of the Provsu DPRD is very strategic.While the suggestions from this study are (1) Improving employee work competencies through training. (2) Improving more effective coordination between the Council Secretariat and the DPRD. (3) Secretariat employees are more responsible. (4) The Chairperson of the DPRD Secretariat must be firm and be dealt with if there are those who are lazy to go to work or violate, so that staff or all those who work in the Secretrariat really change their attitude that is not disciplined. |
Description: | Dalam penyelenggaraan administrasi di Bagian Umum pemerintahan Sekretariat DPRD Provsu sebagai pelayan dalam penyelenggaraan harus optimal. Namun dalam pelaksanaannya masih terdapat beberapa indikasi yang belum maksimal dalam mendukung pelaksanaan fungsi DPRD.Berdasarkan latar belakang tersebut maka rumusan masalahadalah(1) Bagaimana penyelenggaraan administrasi di bagian umum pemerintahan Sekretariat DPRD Provinsi Sumatera Utara.(2) Faktor yang menjadi hambatan dalam penyelenggaraan administrasi di bagian umum pemerintahan Sekretariat DPRD Provinsi Sumatera Utara.Tujuan penelitian untuk menganalisis (1) Penyelenggaraan administrasi di bagian umum pemerintahan Sekretariat DPRD Provinsi Sumatera Utara.(2) Hambatan dalam penyelenggaraan administrasi di bagian umum pemerintahan Sekretariat DPRD Provinsi Sumatera Utara.Metode Penelitian yang digunakan adalah deskriptif dengan analisis kualitatif. Pengumpulan data di peroleh dari wawancara, dokumentasi, dan observasi.Hasil penelitian adalah (1) Sekretariat DPRD Provsu menyusun target kegiatan dengan cara memperhitungkan setiap jenis kagiatan yang dilakukan oleh Dewan Perwakilan Rakyat Daerah Provinsi Sumatera Utara.Sinkronisasi ketiga hal tersebut sangat menentukan keberhasilanSekretariat DPRD Provsu dalam menjalankan tugas administrasi kesekretariatan dan Administrasi keuangan.(2) DPRD Provsu telah menjalankan asas-asas umum pemerintahan yang baik (good governance) diantaranya yakni transparansidanpartisipasi. (3) Dalam rangka meningkatkan kinerja, DPRD Provinsi Sumatera Utara telah melaksanakan tugas, fungsi dan wewenangnya untuk lebih berdaya guna dan berhasil guna.Bahwa peran Tenaga Ahli dan Tim Ahli/Kelompok Pakar dalam mendukung kelancaran pelaksanaan tugas dan fungsi DPRD Provsu sangat strategis. Sedangkan saran dari penelitian ini adalah (1) Meningkatkan kompetensi kerja pegawai melalui diklat. (2)Meningkatkan koordinasi lebih efektif antara Sekretariat Dewan dengan pihak DPRD. (3) Pegawai Sekretariat lebih tanggung jawab. (4)Pimpinan Sekretariat DPRD harus tegas dan ditindak jika ada yang malas masuk kerja ataupun melanggar, agar staf ataupun semua yang bekerja di Sekretrariat betulbetul merubah sikap yang kurang disiplin. |
