| Abstract: | The Tanjungbalai City Youth, Sports and Tourism Service is one of the regional apparatus that has the main tasks related to management regulation No. 53 of 201 concerning Discipline of Civil Servants regarding discipline and disobedience to regulations and norms which are expected to create a need for efficiency and the effectiveness of work at the Tanjungbalai City Youth, Sports and Tourism Agency. For research purposes aimed at: To find out about Government Regulation Number 53 of 2010 concerning Discipline of Civil Servants at the Tanjungbalai City Youth, Sports and Tourism Service. To Know What are the Effort Factors and Obstacles in Implementing Government Regulation Number 53 of 2010 concerning Discipline of Civil Servants in the City Youth Service, Sports and Tourism Office, Tanjungbalai. Implementation of Government Regulation Number 53 of 2010 concerning Discipline of Civil Servants at the Tanjungbalai City Youth, Sports and Tourism Service has not been well dissolved because there are still some Civil Servants who do not necessarily need time in accordance with existing regulations, sometimes, there are already held socialization about this Government Regulation, but they also said that this Government Regulation was very helpful in improving the effective and efficient performance of civil servants in the City of Tanjungbalai Youth, Sports and Tourism Service. The firmness of the Head of Service has not been maximized so that there are still a number of staff in the Tanjungbalai City Youth, Sports and Tourism Service who are still not efficient in completing the tasks and responsibilities given. For the Dinas related to the Tanjungbalai City Youth, Sports and Tourism service must direct with all employees, so that employees can truly carry out their duties and responsibilities. When the employee performs an operation, the leader must confirm and admonish without favoritism. |
| Description: | Dinas Kepemudaan, Olah Raga dan Pariwisata Kota Tanjungbalai merupakan salah satu perangkat daerah yang memiliki tugas pokok untuk melaksanakan sebagian urusan lingkup manajemen Nomor 53 Tahun 201 Tentang Disiplin Pegawai Negeri Sipil bahwa kurangnya kedisiplinan dan tidak taatnya terhadap peraturan dan norma-norma yang berlaku maka akan berpengaruh terhadap efisiensi dan efektifitas kerja di Dinas Kepemudaan, Olah Raga Dan Pariwisata Kota Tanjungbalai. Adapun tujuan penelitian yang hendak dicapai adalah sebagai berikut: Untuk megetahui bagaimana Implementasi Peraturan Pemerintah Nomor 53 Tahun 2010 Tentang Disiplin Pegawai Negeri Sipil Di Dinas Kepemudaan, Olah Raga Dan Pariwisata Kota Tanjungbalai. Untuk mengetahui Apa Faktor-faktor Upaya dan Hambatan dalam menjalankan Implementasi Peraturan Pemerintah Nomor 53 Tahun 2010 Tentang Disiplin Pegawai Negeri Sipil Di Dinas Kepemudaan, Olah Raga Dan Pariwisata Kota Tanjungbalai. Implementasi Peraturan Pemerintah Nomor 53 Tahun 2010 Tentang Disiplin Pegawai Negeri Sipil Di Dinas Kepemudaan, Olah Raga Dan Pariwisata Kota Tanjungbalai belum terlasana dengan baik sebab masih ada sebagian Pegawai Negeri Sipil yang belum sepenuhnya sadar bahkan sering kali melanggar praturan yang ada, sekalipun, pihak dinas sudah mengadakan sosialisai tentang Peraturan Pemerintah ini, akan tetapi mereka juga mengatakan bahwa Peraturan Pemerintah ini sangat membantu dalam meningkatkan kinerja yang efektif dan efisien dari PNS yang ada di Dinas Kepemudaan, Olah Raga Dan Pariwisata Kota Tanjungbalai. Ketegasan dari Kepala Dinas belum terlalu maksimal sehingga masih ada beberapapegawai di Dinas Kepemudaan, Olah Raga Dan Pariwisata Kota Tanjungbalai yang masih belum efisien dalam menyelesaikan tugas dan tanggung jawab yang diberikan. Bagi Dinas terkait yaitu dinas Kepemudaan, Olah Raga Dan Pariwisata Kota Tanjungbalai harus mengarahkan dengan baik seluruh pegawai, sehingga pegawaidapat benar-benar menjalankan tugas dan tanggung jawabnya. Ketika Pegawai melakukan pelenggaraan, maka pimpinan harus tegas dan menegur tanpa pilih kasih. |
