Implementasi Peraturan Daerah Kabupaten Karo Nomor 2 Tahun 2018 tentang Hari Jadi Kabupaten Karo

Abstract

The Karo District Anniversary commemoration in 2018 still lacks employees in the Regional Autonomy section of the Karo District Regional Secretariat. The purpose of this study was to analyze the implementation of Karo District number 2 Year 2018 concerning the anniversary of Karo Regency, with qualitative research. The results of the study show that the Implementation of Karo District Regulation No. 2 of 2018 concerning Karo Regency Anniversary can be said to be running optimally. This is seen from the aspect of communication in the form of socialization carried out by the Regional Autonomy Section of the Karo District Regional Secretariat to all Local Government and Community Agencies in the Karo District. And seen from non-human resources, the facilities in the anniversary activities were quite adequate, all of the anniversary activities. This is proven by the implementation of Anniversary on March 8, 2018 in Jambur, Karo Regency with a variety of activities ranging from pilgrimage to the tomb of heroes to entertainment activities. And the factors that influence the implementation of Karo District Regulation Number 2 Year 2018 concerning Karo District Anniversary have inhibiting and supporting factors. Where the inhibiting factors are the Implementation of Regional Regulations in Karo Regency are lack of human resources, lack of budget and lack of partial trust from the people of Karo. While the supporting factors in the Implementation of Regional Regulations on Karo District Anniversary are support from the local government, planting awareness of employees as the State Civil Apparatus (ASN) and accessibility factors.
