Abstract

With the existence of Regulation Policy of Asahan Regent related to Technical Guidance of Rural Fund Usage of Fiscal Year 2017 must have improvement of Village Development from previous year, the regulation prioritize 70% Village Development and Village Community Empowerment 30% from Village Fund Ceiling, purpose of this research is to know Implementation Regulation Policy of Asahan Regent on the Use of Village Funds in 2017 and obstacles in the implementation. With the approach of qualitative methods, where the informants of Village Government and Village Society of Karya Ambalutu. The results showed that the Implementation of Regulation of Asahan Regulation No 10 of 2017 on Technical Guidelines for the Use of Village Funds in Karya Ambalutu village was quite good. Judging from the communication model, disposition and bureaucratic structure. Nevertheless, the need for increased human and financial resources in the following year, while some obstacles in the implementation of the Village Fund Utilization in 2017 are the lack of understanding of the TPK, the low response of TPK, and the need to increase the budget in the field of village community empowerment.
