Peranan Dinas Tata Kota dan Pertamanan dalam Upaya Peningkatan Pelayanan Izin Mendirikan Bangunan (IMB) di Kota Tanjungbalai

Abstract

This study aims to: 1. Know how the role of Gardening and City Planning Department (DTKDP) of Tanjungbalai in managing of Building Permits (IMB) as a form of public service during the period 2015-2016 2. Analyze the obstacle factors in the processing of IMB letters during the period, and 3. Describe the policy steps undertaken by DTKDP to overcome the obstacles. The type of this research is descriptive qualitative research, the location is Gardening and City Planning Department of Tanjungbalai. Research subjects are informants, consisting of key informants and additional Informants (each informant is 4 people). Data in this research is primary data obtained from resource by interview and field observation, while secondary data obtained from print media or electronic media. Data analysis techniques performed by deduction and induction. The results of this study obtained: 1. the IMB Arrangement in Tanjungbalai is regulated in the Regional Regulation of Tanjungbalai . Law No. 15 of 2001 2. The Various factors become obstacles in the management of IMB letter covering weak supervision, lack of coordination between relevant licensing department, the requirements of licensing is quite a lot, and the lack of legal awareness about the management of IMB. 3. DTKDP do some policy steps to anticipate these problems, namely: conduct supervision of by Integrated Team and socialize to the related parties. It can be concluded that the system and procedure of management of IMB in Tanjungbalai DTKDP of 2015-2016 period running well, but still needs intensive socialization to the community about the procedures and IMB advantages.
