Abstract: | In connection with the reality of the poor quality of services provided, it should need to be readjusted on Organizational Effectiveness Technical Implementation Unit Pelaksana Teknis Binjai in North Sumatra Province in the administration of public administration. Under these conditions, the effectiveness of the organization and environmental conditions and management policies will determine the organization's ability to carry out the service quality and oriented to the satisfaction of the public. Based on the above phenomenon, the authors are very keen to try to examine and describe the phenomenon above through a study entitled "Organizational Effectiveness Technical Implementation Unit Pelaksana Teknis Binjai in North Sumatra Province in the administration of public administration." In carrying out this study, the type of research used is a combination of qualitative and quantitative., Where the data obtained through interviews and questionnaires will diipretasikan and analyzed accurately. This research is a population, where all the population being sampled that all employees in the Technical Implementation Unit Pelaksana Teknis Binjai in North Sumatra Province as many as 20 people. To further support and deepen the research data, this research took samples from the community, which incidentally was doing maintenance at the office of Technical Implementation Unit Pelaksana Teknis Binjai in North Sumatra Province as many as 20 people. Based on the results of this research is that the organizational structure has been classified as support to the achievement of organizational goals and objectives. Theoretically work planning system is already quite good, but not yet realized technically optimal field. The ability of personnel administration as a vital factor in the organization of Technical Implementation Unit of the Department of Revenue in North Sumatra Province Binjai still inadequate both in terms of educational background and also of the intensity of the education and training they employees working at the Technical Implementation Unit of the Provincial Revenue Office North Sumatra Binjai has received attention by policy incentives that employees every month but the future still need to be improved forms another motivation to further improve the performance of the employees. In general it can be seen based on the views and opinions of the community that the organization's effectiveness Technical Implementation Unit of the Department of Revenue in North Sumatra Province Binjai has not been successful in optimizing the implementation of public service was good, and oriented towards the public / customers. |
Description: | Sehubungan dengan realitas rendahnya kualitas layanan yang diberikan, maka sebaiknya perlu dikaji ulang mengenai Efektivitas Organisasi Unit Pelaksana Teknis Dinas Pendapatan Provinsi Sumatera Utara Binjai dalam penyelenggaraan administrasi publik. Dalam kondisi seperti ini, maka efektivitas organisasi dan kondisi lingkungan serta kebijakan manajemen akan sangat menentukan kemampuan organisasi dalam menyelenggarakan pelayanan yang berkualitas dan berorientasi kepada kepuasan publik. Berdasarkan fenomena diatas, maka penulis sangat tertarik untuk mencoba meneliti dan mendeskripsikan tentang fenomena tersebut diatas melalui sebuah penelitian yang berjudul “Efektivitas Organisasi Unit Pelaksana Teknis Dinas Pendapatan Provinsi Sumatera Utara Binjai dalam penyelenggaraan administrasi publik .”Dalam melaksanakan penelitian ini, tipe penelitian yang digunakan adalah Merupakan gabungan antara kualitatif dan kuantitatif., dimana data yang diperoleh melalui wawancara dan kuisioner akan diipretasikan dan dianalisa secara akurat. Penelitian ini merupakan penelitian populasi , dimana semua populasi menjadi sampel yaitu seluruh pegawai di Unit Pelaksana Teknis Dinas Pendapatan Provinsi Sumatera Utara Binjai sebanyak 20 orang. Untuk lebih mendukung dan memperdalam data penelitian maka pada penelitian ini mengambil sampel dari dari masyarakat yang secara kebetulan sedang melakukan pengurusan di kantor Unit Pelaksana Teknis Dinas Pendapatan Provinsi Sumatera Utara Binjai sebanyak 20 orang. Berdasarkan hasil penelitian dapat diketahui bahwa struktur organisasi sudah tergolong mendukung terhadap pencapaian target dan tujuan organisasi. Sistem perencanaan kerja secara teoritis sudah cukup baik namun belum terealisasi optimal secara teknis dilapangan. Kemampuan administrasi pegawai sebagai salah satu faktor vital dalam organisasi Unit Pelaksana Teknis Dinas Pendapatan Provinsi Sumatera Utara Binjai masih kurang memadai baik ditinjau dari segi latar belakang pendidikan dan juga dari intensitas pendidikan dan latihan yang mereka ikuti.Kepuasan kerja pegawai pada Unit Pelaksana Teknis Dinas Pendapatan Provinsi Sumatera Utara Binjai sudah mendapat perhatian dengan adanya kebijakan insentif yang diterima pegawai setiap bulannya akan tetapi kedepannya masih lebih perlu lagi ditingkatkan bentukbentuk motivasi yang lain untuk lebih meningkatkan kinerja para pegawai. Secara umum dapat dilihat berdasarkan pandangan dan pendapat masyarakat bahwa efektivitas organisasi Unit Pelaksana Teknis Dinas Pendapatan Provinsi Sumatera Utara Binjai belum berhasil mengoptimalkan penyelenggaraan pelayanan publik yang baik dan berorientasi kepada masyarakat/pelanggan. |
