| Abstract: | Election is one of the basic pillars of a democratic state system. Elections were held in Indonesia in Direct, Public, Free, Confidential and Fair in the Republic of Indonesia (NKRI) based on Pancasila and the Constitution of the Republic of Indonesia Year 1945. Through the General Election Commission (KPU), Election implemented National, both at provincial and district / city in the entire territory of Indonesia and Indonesia is expected that all people can participate actively in it. As well as the participation of persons with disabilities in the 2014 legislative elections. The problems posed in this research is how the policy implementation KPU of North Sumatra Province against persons with disabilities in the legislative elections in 2014 and what are the obstacles in the implementation of policy implementation KPU of North Sumatra Province against persons with disabilities in the 2014 legislative elections. Results of research and discussion explaining the policy implementation KPU of North Sumatra Province against persons with disabilities in the legislative elections in 2014 is a way to ease the accessibility of the form provided for persons with disabilities in order to achieve equality of opportunity in the implementation of the 2014 Legislative Election Implementation adopted is to synchronize and harmonization between KPU of North Sumatra province with the Committee of Public Pemillihan Disability Access (PPUA-Penca), especially in the form of socialization for persons with disabilities. The implications of the relation KPU of North Sumatra Province and North Sumatra PPUA Penca can not be the measure of the increase in the number of voters disability because Indonesia generally and in particular in North Sumatra Province have not been able to determine the exact number of people with disabilities, but the biggest implication is the implementation of accessible and non-election discrimination in the legislative elections in 2014. Obstacles in the implementation of policy implementation KPU of North Sumatra Province against persons with disabilities in the legislative elections in 2014 is not accommodated in both the number and position of voters with disabilities so many voters with disabilities who are not registered in the permanent voters list. |
| Description: | Pemilihan Umum merupakan salah satu pilar dasar dari sistem negara demokrasi. Pemilihan Umum dilaksanakan di Indonesia secara Langsung, Umum, Bebas, Rahasia, Jujur dan Adil dalam Negara Kesatuan Republik Indonesia (NKRI) berdasarkan Pancasila dan Undang-Undang Dasar Negara Republik Indonesia Tahun 1945. Melalui Komisi Pemilihan Umum (KPU), Pemilihan Umum dilaksanakan secara Nasional, baik di Provinsi dan Kabupaten/Kota di seluruh wilayah Negara Indonesia dan diharapkan seluruh masyarakat Indonesia dapat berpartisipasi aktif di dalamnya. Termasuk juga partisipasi dari penyandang disabilitas pada Pemilu Legislatif Tahun 2014. Permasalahan yang diajukan dalam penelitian ini adalah bagaimana implementasi kebijakan KPU Provinsi Sumatera Utara terhadap penyandang disabilitas pada Pemilu Legislatif Tahun 2014 dan apakah yang menjadi kendala dalam pelaksanaan implementasi kebijakan KPU Provinsi Sumatera Utara terhadap penyandang disabilitas pada Pemilu Legislatif Tahun 2014. Hasil penelitian dan pembahasan menjelaskan implementasi kebijakan KPU Provinsi Sumatera Utara terhadap penyandang disabilitas pada Pemilu Legislatif Tahun 2014 adalah dengan cara melakukan aksesibilitas berupa kemudahan yang disediakan bagi penyandang disabilitas guna mewujudkan kesamaan kesempatan dalam pelaksanaan Pemilu Legislatif 2014. Implementasi yang diterapkan adalah melakukan sinkronisasi dan harmonisasi antara KPU Provinsi Sumatera Utara dengan pihak Panitia Pemillihan Umum Akses Penyandang Cacat (PPUA-PENCA) khususnya dalam bentuk sosialisasi bagi penyandang difabel. Implikasi dari relasi KPU Provinsi Sumatera Utara dan PPUA PENCA Sumut memang tidak bisa di ukur dari peningkatan jumlah pemilih disabilitas sebab Indonesia umumnya dan khususnya Provinsi Sumatera Utara belum mampu mengetahui jumlah pasti penyandang cacat, akan tetapi implikasi paling besar adalah terlaksananya Pemilu yang aksesibel dan non-diskriminasi pada Pemilu Legislatif Tahun 2014. Kendala dalam pelaksanaan implementasi kebijakan KPU Provinsi Sumatera Utara terhadap penyandang disabilitas pada Pemilu Legislatif Tahun 2014 adalah tidak terakomodasi secara baik jumlah dan posisi pemilih penyandang disabilitas sehingga banyak pemilih penyandang disabilitas yang tidak terdaftar dalam daftar pemilih tetap. |
