Perencanaan Partisipasi Dalam Proses Penyusunan Rencana Pembangunan Jangka Menengah Daerah Kabupaten Dairi Tahun 2014-2019

Abstract

On this study adopted descriptive approach. In collecting the data is used a depth interview, done to gain information with secondary data also used library research and documentation research. In order to respond all questions in this research used such as qualitative analysis. So, In this research got results, indicated that (1) Mechanism Process of Arranging The Middle Term Development of Local Government of Dairi for 2014-2019 has referred with stages by The Decree of Home Ministry in No.54 of 2010, And by all 6 stages in arranging the local RPJMD of Kabupaten Dairi in the period year itself, there was only one process involved as the stakeholder locally figure completely available, namely well known as Musrenbang, (2) public participative in the process of arranging the RPJMD in the period is categorized elites participative, not transparence done and no proportional yet, and (3) its arrangement seemly formality, means it is seen minimally accommodated in the RPJMD of the local government for 2014-2019.
