Abstract

Management of the funds of the special autonomy in Aceh, Aceh Qanun Number 2 in 2013 About How Additional Funds Allocated For Oil and Gas and Special Autonomy Fund raises a variety of issues, i.e. first the magnitude of Aceh's revenues are not offset by the construction progress. Second, there is some resistance of the ineffectiveness of the management of the Fund, with the rise of corruption cases which have an effect on other life joints. The third concern stake holder (manufacturer of the qanun) yet at the stage of formation of the Trustees are professionally and independently. This became a strong influence over the barriers for European fund management in Aceh in sustainable development. This research aims to analyze the implementation in Aceh Qanun Number 2 in 2013 About How Additional Funds Allocated For Oil and Gas and Special Autonomy Fund, at the Office of the Manager of finance and wealth of the area of Pidie. Sample research used purposive sampling, that sampling conducted with proportionate and random as many as 22 people. In the study conducted data analysis technique that is descriptive method, a method where the data obtained was compiled later interpreted so as to provide information against the problems examined by using a single table. The results of this research show that implementation of the Aceh Qanun Number 2 in 2013 About How Additional Funds Allocated For Oil and Gas and Special Autonomy Fund in Pidie in general have not run effectively or have not successfully as expected. Factors that affect success in implementation of the Aceh Qanun Number 2 2013 About How Additional Funds Allocated For Oil and Gas and Special Autonomy Fund in the Office of the Manager of finance and wealth of the area of Pidie is a factor of limited human resources, yet effective communication that terjalan between the Government of Aceh province with the Government of Pidie, and Aceh special autonomy financial management has not been able to be a stimulus to kesejahtraan people of Aceh Pidie in particular.
