Abstract: Peranan pendidikan Dinas Tenaga Kerja Kah. Lahuhan Batu diharapkan dapat memherikan dampak hagi peserta pelatihan kerja dan menciptakan lapangan kerja sendiri (wirausaha). Namun kegiatan ini helum herjalan haik dan belum memberikan dampak bagi masyarakat. Hal ini mempengaruhi tingkat keberhasilan penyelenggaraan pendidikan dan pelatihan keterampilan. Berdasarkan kajian tersehut maka rumusan masalah adalah (1) Bagaimana peranan pendidikan dan pelatihan pada Dinas Tenaga Kerja dalam upaya meningkatkan kualitas sumber daya manusia di Kah. Lahuhan Batu. (2) Faktor penghambat peranan pendidikan dan pelatihan pada Dinas Tenaga Kerja dalam upaya meningkatkan kualitas sumber daya manusia di Kab. Labuhan Batu. Tujuan penelitian ini adalah menganalisis peranan pendidikan dan pelatihan pada Dinas Tenaga Kerja dalam upaya meningkatkan kualitas sumber daya manusia di Kab. Labuhan Batu serta hambatan dalam peranan pendidikan dan pelatihan pada Dinas Tenaga Kerja dalam upaya meningkatkan kualitas sumber daya manusia di Kab. Labuhan Batu. Adapun metode Penelitian yang digunakan dalam penelitian ini adalah deskriptif dengan analisis kualitatif. Pengumpulan data di peroleh dari wawancara, dokumentasi, dan observasi Dengan hasil penelitian sebagai berikut Penyelenggaraan pendidikan dan pelatihan bagi pencari kerja di tahun 2016-2018 belum berjalan dengan baik dan lancar dikarenakan sarana dan prasarana kurang mendukung, instruktur belum memiliki sertifikasi kompetensi. Belum memberikan bantuan permodalan dalam berwirausaha. Dinas Tenaga Kerja belum melakukan kerja sama dengan banyak pihak sehingga peserta pelatihan masih banyak yang 'belum bekerja. Sedangkan saran dari penelitian ini adalah peningkatan sarana prasarana pelatihan dikarenakan penguatan belum berjalan dengan baik dan_ lancar. Pemkab. Labuhan Batu meningkatkan kerja sama dengan PTN atau PTS maupun stakeholders dan membangun BLK (Balai Latihan Kerja) sebagai pusat pelatihan kerja yang memiliki kompetensi keahlian. Dinas Tenaga Kerja tidak hanya melatih peserta tetapi dapat membuat usaha bersifat BUMD di bidang home industry garmen sehingga dapat mempekerjakan peserta. The role of education in the District Manpower Office Labuhan Batu is expected to have an impact on job training participants and create their own employment (entrepreneurship). However~ this activity has not been going well and has not had an impact on the community. This affects the level of success in organizing education and skills training. Based on this study, the formulation of the problem is (1) How is the role of education and training at the Department of Labor in an effort to improve the quality of human resources in the district. Labuhan Batu. (2) Factors inhibiting the role of education and training at the Department of Labor in an effort to improve the quality of human resources in the Regency. Labuhan Batu. The purpose of this study is to analyze the role of education and training at the Department of Labor in an effort to improve the quality of human resources in Kab. Labuhan Batu as well as obstacles in the role of education and training at the Department of Labor in an effort to improve the quality of human resources in Kab. Labuhan Batu. The research method used in this study is descriptive qualitative analysis. Data collection was obtained from interviews, documentation, and observation. With the following research results: The implementation of education and training/or job seekers in 2016-2018 has not run well and smoothly because the facilities and irifrasttucture are not very supportive, instructors do not yet have competency certification. Not providing capital assistance in entrepreneurship. The Manpower Office has not cooperated with many parties so that there are still many trainees who do not work. While the advice of this study is to improve training infrastructure because the reinforcement has not gone well and smoothly. Regency Government Labuhan Batu increased cooperation with PTN or TPS and stakeholders and built BLK (Job Training Centers) as a job training center that has competency expertise. The Manpower Office not only trains participants but can create enterprises in the field of garment industry so that they can employ participants.
