Abstract: The performance of employees at Sidikalang Sub-District Office is still relatively low. This situation can be seen from the implementation of the work which tends to be slow so that most of the work cannot be completed on the specified time. Based on this, the formulation of the problem in this study: 1) What is the leadership role of the Head of Sidikalang Subdistrict Office of Dairi Regency, 2) How is the performance of the staff of the Sidikalang Subdistrict Head Office of Dairi Regency, 3) What is the leadership role of the Head of Office in Improving the performance of employees of Sidikalang Subdistrict Office of Dairi District ?, with research objectives: 1) Analyzing the leadership role of the Head of the Sidikalang Sub-District Head Office, Dairi District, 2) Analyzing the performance of Dairi District Head Office staff, 3) Analyzing the leadership role of the Head of the Office in Improving the performance of the employees of the Sidikalang Sub-District Head Office in Dairi District. The research method used is descriptive method, while the data analysis technique uses descriptive qualitative. From the results of this study indicate that the leadership role of the District Head of Sidikalang, Dairi Regency has been classified as good in terms of formulating the goals of the vision, as a motivator of vision, work team builder, personnel structure builder, network builder, as an organization representative, decision maker, task delegator, job description, rewarding subordinates, and as giving information. The performance of employees in the Sidikalang District Office has been classified as good in terms of knowledge about work, quality of work, adaptation, cooperation, and responsibility, but it is still classified as lacking in aspects of productivity, problem-solving initiatives, and communication skills. The leadership of the District Head of Sidikalang, Dairi Regency, has played a role in improving employee performance in terms of knowledge about work, aspects of work quality, aspects of adaptation, aspects of cooperation, and aspects of responsibility, but it still lacks a role in improving performance in terms of productivity, aspects of problem solving initiatives, and communication aspects. It is suggested that leaders need to try to create motivation by giving recognition or praise to the success of employee work as a form of positive motivation. Leaders need to actively maintain the lines of communication by trying to develop the ability of employees to communicate in language that is easily understood and eliminate the rigidity of subordinates in communicating with superiors. Leaders need to take more time to monitor the implementation of work, so that employees feel that the leader makes an assessment of all efforts made in the process of completing work even in difficult conditions. Kinerja pegawai pada Kantor Camat Sidikalang masih tergolong rendah. Keadaan tersebut dapat dilihat dari pelaksanaan pekerjaan yang cenderung lambat sehingga sebagian besar pekerjaan tidak dapat diselesaikan tepat pada waktu yang ditentukan. Berdasarkan hal tersebut rumusan masalah dalam penelitian ini: 1) Bagaimana peran kepemimpinan Kepala Kantor Camat Sidikalang Kabupaten Dairi, 2) Bagaimana kinerja pegawai Kantor Camat Sidikalang Kabupaten Dairi, 3) Bagaimana peran kepemimpinan Kepala Kantor dalam Peningkatan kinerja pegawai Kantor Camat Sidikalang Kabupaten Dairi?, dengan tujuan penelitian: 1) Menganalisis peran kepemimpinan Kepala Kantor Camat Sidikalang Kabupaten Dairi, 2) Menganalisis kinerja pegawai Kantor Camat Sidikalang Kabupaten Dairi, 3) Menganalisis peran kepemimpinan Kepala Kantor dalam Peningkatan kinerja pegawai Kantor Camat Sidikalang Kabupaten Dairi. Adapun metode penelitian yang digunakan adalah metode deskriptif, sedangkan teknik analisis data menggunakan deskriptif kualitatif. Dari hasil penelitian ini menunjukkan bahwa peran kepemimpinan Camat Sidikalang Kabupaten Dairi sudah tergolong baik dalam hal sebagai perumus tujuan visi, sebagai pemotivasi visi, pembangun tim kerja, pembangun struktur personel, pembangun jaringan, sebagai wakil organisasi, pembuat keputusan, pendelegasi tugas, pendeskripsian kerja, pemberi ganjaran pada bawahan, dan sebagai pemberi informasi. Kinerja pegawai di Kantor Kecamatan Sidikalang sudah tergolong baik dari aspek pengetahuan tentang pekerjaan, kualitas kerja, adaptasi, kerjasama, dan tanggungjawab, tetapi masih tergolong kurang dari aspek produktivitas, inisiatif pemecahan masalah, dan kemampuan berkomunikasi. Kepemimpian Camat Sidikalang Kabupaten Dairi sudah berperan dalam meningkatkan kinerja pegawai dari aspek pengetahuan tentang pekerjaan, aspek kualitas kerja, aspek adaptasi, aspek kerjasama, dan aspek tanggungjawab, tetapi masih kurang berperan meningkatkan kinerja dari aspek produktivitas, aspek inisiatif pemecahan masalah, dan aspek berkomunikasi. Disarankan pimpinan perlu berupaya menciptakan motivasi dengan memberi pengakuan atau pujian terhadap keberhasilan kerja pegawai sebagai bentuk motivasi positif. Pimpinan perlu secara aktif memelihara jalur komunikasi dengan berupaya mengembangkan kemampuan pegawai untuk berkomunikasi dengan bahasa yang mudah dimengerti serta menghilangkan kekakuan bawahan dalam berkomunikasi dengan atasan. Pimpinan perlu lebih meluangkan waktu untuk memantau pelaksanaan pekerjaan, sehingga pegawai merasa bahwa pimpinan membuat penilaian terhadap segala upaya yang dilakukan dalam proses menyelesaikan pekerjaan walaupun dalam kondisi sulit.
