Efektivitas Kinerja Satuan Polisi Pamong Praja Dalam Penertiban Pedagang Kaki Lima (Studi Kasus Pasar Peureulak Gampong Keude Kecamatan Peureulak Kabupaten Aceh Timur)

Abstract

Peran Satuan Polisi Pamong Praja tidak dapat diabaikan begitu saja, sebaliknya diharapkan mempunyai tingkat profesionalisme yang tinggi dan selalu bersinergi dengan aparat Polri serta bermitra dengan masyarakat.Upaya ini dapat diterapkan guna mencegah secara dini gangguan ketertiban masyarakat dan ketenteraman masyarakat sekaligus dapat menyelesaikan berbagai persoalan yang bersinggungan dengan masyarakat secara arif dan bijaksana. Fenomena yang ada menunjukkan, dengan adanya Satuan Polisi Pamong Praja Kabupaten Aceh Timur, tidak menutup peluang bagi lembaga penegakan peraturan daerah tersebut untuk melakukan tindakan terhadap pelanggaran yang dilakukan oleh Pedagang Kaki Lima. Rumusan masalah dalam penelitian adalah (1) Efektivitas kinerja Satuan Polisi Pamong Praja dalam penertiban Pedagang Kaki Lima di Pasar Peureulak Kabupaten Aceh Timur. (2) Kendala Satpol PP dalam penertiban Pedagang Kaki Lima di Pasar Peureulak Kabupaten Aceh Timur. Tujuan penelitian untuk menganalisis (1) Kinerja Satuan Polisi Pamong Praja dalam penertiban Pedagang Kaki Lima di Pasar Peureulak Kabupaten Aceh Timur. (2) Kendala Satuan Polisi Pamong Praja dalam penertiban Pedagang Kaki Lima di Pasar Peureulak Kabupaten Aceh Timur. Hasil penelitian Kinerja Satuan Polisi Pamong Praja dalam penertiban Pedagang Kaki Lima di Pasar Peureulak Kabupaten Aceh Timur adalah dengan penertiban dan sosialisasi. Penertiban dilakukan dengan bekerjasama berbagai instansi Pemerintah Daerah mulai dari Dinas, Aset, sampai Bupati. Sosialisasi dilakukan sebagai fungsi Satpol PP selain tugas pokoknya adalah penertiban, sehingga anggota Satpol PP harus bisa berkomunikasi dengan baik dengan PKL. Satpol PP melakukan penertiban apabila PKL tidak menerima tawaran relokasi dari DPP. Maka, berdasarkan hasil wawancara dan observasi kinerja Satpol PP dalam penertiban Pedangan Kaki Lima sudah cukup baik. Penelitian ini menggunakan metode deskriptif kualitatif. Yang menjadi sampel dalam penelitian ini berjumlah 8 orang. Pengumpulan data di peroleh dari wawancara, dokumentasi dan observasi.
