Analisis Inspektorat sebagai APIP (Aparat Pengawasan Intern Pemerintah) dalam Mewujudkan Good Governance di Kabupaten Serdang Bedagai

Abstract

Inspektorat mempunyai tugas pokok melakukan pengawasan terhadap pelaksanaan urusan Pemerintahan Kabupaten Serdang Bedagai, pelaksanaan pembinaan atas penyelenggaraan dan pelaksanaan urusan Pemerintahan Desa. Fenomena yang terjadi, belum optimalnya kinerja Inspektorat, khususnya Inspektorat Kabupaten Serdang Bedagai. Munculnya dugaan atau asumsi, apakah permasalahan belum optimalnya kinerja Inspektorat terletak beberapa hal di Inspektorat yang bersangkutan. Rumusan masalah penelitian adalah (1) Pengawasan Inspektorat dalam mewujudkan Good Governance di Kabupaten Serdang Bedagai. (2) Hambatan pengawasan Inspektorat untuk mewujudkan Good Governance di Kabupaten Serdang Bedagai. Tujuan penelitian untuk menganalisis (1) Pengawasan Inspektorat dalam mewujudkan Good Governance di Kabupaten Serdang Bedagai. (2) Hambatan pengawasan Inspektorat untuk mewujudkan Good Governance di Kabupaten Serdang Bedagai. Hasil penelitian adalah (1) Permasalahan terkait ketersediaan sumber daya seperti anggaran dan kompetensi menjadi persoalan khususnya terkait kondisi lingkungan internal dalam rangka pelaksanaan pengawasan internal inspektorat dalam pelaksanaan good governance di Kabupaten Serdang Bedagai. (2) Pengawasan internal inspektorat dalam pelaksanaan good governance di Kabupaten Serdang Bedagai masih mempertimbangakan resiko-resiko. (3) Terdapat pemeriksaan yang dilakukan diawali dengan temuan-temuan yang berasal dari laporan dan berita-berita media lokal. (4) Proses komunikasi dan keterbukaan informasi masih menjadi kendala inspektorat dalam melakukan pengawasan internal inspektorat dalam pelaksanaan good governance di Kabupaten Serdang Bedagai. (5) Bahwa Inspektorat terus memantau berbagai proses dan tindak lanjut dari hasil pengawasan terkait pelaksanaan good governance. Penelitian ini menggunakan metode deskriptif kualitatif. Yang menjadi sampel dalam penelitian ini berjumlah 6 orang. Pengumpulan data di peroleh dari wawancara, dokumentasi dan observasi. This study used descriptive qualitative method. The sample in this study amounted to 6 people. Data collection was obtained from interviews, documentation and observation.
