Analisis Disiplin Aparatur Sipil Negara Pada Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM) Kabupaten Aceh Timur

Abstract

Dalam realisasinya peran aparatur sipil Negara pada BKPSDM Aceh Timur dalam menyelenggarakan peran dan fungsinya tidaklah mudah terbentuk dengan sendirinya. Banyak hal yang terjadi justru adalah sebaliknya, banyak aparatur pemerintah daerah kurang mampu menyelenggarakan pelayanan yang baik agar memiliki kredibilitas tinggi dan proses pemerintahan dalam konteks pelayanan dapat berlangsung secara berdayaguna, berhasil guna, aspiratif serta bertanggungjawab. Berdasarkan hal tersebut maka rumusan masalah didalam penelitian ini adalah bagaimanakah disiplin aparatur sipil negara pada Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Aceh Timur dalam hal disiplin waktu dan disiplin kerja dan apakah faktor-faktor yang menjadi hambatannya. Sedangkan tujuan penelitian ini adalah menganalisis disiplin waktu dan disiplin kerja aparatur sipil negara pada Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Aceh Timur dan mengetahui hambatan apa saja yang dihadapi dalam meningkatkan disiplin waktu dan disiplin kerja aparatur sipil negara. Adapun metode penelitian yang digunakan adalah metode deskriptif kualitatif, dengan fokus penelitian yaitu disiplin waktu dan disiplin kerja. Berdasarkan hasil penelitian dan pembahasan penulis membuat kesimpulan bahwa disiplin waktu dan disiplin kerja aparatur BKPSDM Aceh Timur secara umum sudah baik. Hambatan yang terjadi adalah domisili yang jauh, tidak mempunyai standar kerja baku, kewaspadaan kurang maksimal, belum semua memahami etika kerja. Beberapa hal yang disarankan lebih bekerjasama, memberikan hukuman terhadap pelanggaran, pengawasan kontinyu. In the realization of the role of the State civil apparatus in the East Aceh BKPSDM in carrying out their roles and functions it is not easy to form itself. Many things that happen precisely are the opposite, many local government apparatus are less able to provide good service in order to have high credibility and the government process in the context of service can take place in a efficient, effective, aspirational and responsible manner. Based on this, the formulation of the problem in this study is how the discipline of state civil apparatus in the East Aceh District Human Resources and Human Resources Development Agency in terms of time discipline and work discipline and whether the factors that become obstacles. While the purpose of this study was to analyze the time discipline and work discipline of the state civil apparatus in the East Aceh Regency Human Resources and Development Agency and to find out what obstacles were faced in improving the time discipline and work discipline of the state civil apparatus. The research method used is a qualitative descriptive method, with a focus on research namely time discipline and work discipline. Based on the results of the study and discussion the author concluded that time discipline and work discipline of the East Aceh BKPSDM apparatus in general were good. The obstacles that occur are remote domicile, lack of standard work standards, awareness is not maximal, not all understand work ethics. Some things suggested are more collaborative, giving penalties for violations, continuous supervision.
