dc.description.abstract | Pelayanan penerbitan akta kelahiran di Dinas Kependudukan dan Pencatatan Sipil Kota Tanjungbalai ditemukan fenomena-fenomena, diantaranya minimnya fasilitas kantor, ketetapan waktu dalam penerbitan akta kelahiran serta ketidakadilan dalam pengurusan akta kelahiran. Berdasarkan pada berbagai permasalahan yang ditemukan tentang pelayanan akta kelahiran di Dinas Kependudukan dan Pencatatan Sipil Kota Tanjungbalai masih belum efektif sehinga peneliti perlu untuk mengkaji lebih lanjut mengenai pelayanan penerbitan dan faktor-faktor yang mempengaruhinya. Jenis penelitian ini merupakan deskriptif kualitatif. Berdasarkan hasil penelitian menunjukkan bahwa Pelayanan Penerbitan Akta Kelahiran di Dinas Kependudukan dan Pencatatan Sipil Kota Tanjungbalai apabila ditelaah dari lima dimensi pelayanan yaitu tangibles, reliability, responsiviness, assurance dan empathy, khususnya dalam pelayanan akta kelahiran sebagian besar masyarakat penerima layanan menyatakan sudah cukup baik. Namun masih dijumpai pula masyarakat penerima layanan yang merasa kurang puas terhadap layanan yang diberikan terutama dalam hal ketepatan maupun kecepatan waktu penyelesaian pelayanan, kecermatan petugas dalam hal input data, sarana prasarana yang masih belum mencukupi terutama berkaitan dengan kursi yang disediakan. Dan faktor-faktor yang mempengaruhi pelayanan dalam pengurusan akta kelahiran ini adalah kurangnya partisipasi masyarakat, fasilitas yang belum memadai, belum tepatnya penerbitan akta kelahiran dan masih banyaknya masyarakat menggunakan jasa orang lain atau calo (Agen) pengurusan akta Lahir, yang sementara pihak Dinas Kependudukan dan Pencatatan Sipil Kota Tanjungbalai selalu berusaha terus menekankan pada masyarakat agar melakukan pengurusan akta Lahir tanpa menggunakan jasa. Services for issuing birth certificates at the Tanjungbalai City Population and Civil Registration Service have found phenomena, including the lack of office facilities, the timing in issuing birth certificates and injustices in obtaining birth certificates. Based on the various problems found in the birth certificate service at the Department of Population and Civil Registration of the City of Tanjungbalai, it is still not effective, so researchers need to further examine the publishing service and the factors that influence it. This type of research is qualitative descriptive. Based on the results of the study indicate that the Birth Certificate Issuance Service at the Tanjungbalai City Population and Civil Registration Service, when examined from five service dimensions, namely tangibles, reliability, responsiviness, assurance and empathy, especially in birth certificate services, most of the service recipients stated that they were good enough. However, service recipients are still found who are not satisfied with the services provided, especially in terms of the accuracy and speed of service delivery times, the accuracy of officers in terms of data input, infrastructure that is still insufficient, especially with regard to the seats provided. And the factors that influence the service in arranging the birth certificate are the lack of community participation, inadequate facilities, not precisely the issuance of birth certificates and still many people using the services of other people or brokers (Agents) arranging birth certificates, while the Department of Population and The City of Tanjungbalai Civil Registry always strives to emphasize the community to arrange the birth certificate without using services. | en_US |
