Implementasi Kebijakan Peraturan Pemerintah Nomor 53 Tahun 2010 Tentang Disiplin Pegawai Negeri Sipil Sekretariat Daerah Kabupaten Aceh Tamiang

Abstract

Peraturan Pemerintah Nomor 53 Tahun 2010 Tentang Disiplin Pegawai Negeri Sipil adalah landasan hukum untuk menjamin Pegawai Negeri Sipil dan dapat dijadikan dasar untuk mengatur penyusunan aparatur Negara yang baik dan benar. Disekretariat Daerah Kabupaten Aceh Tamiang sering terjadi pelanggaran displin Pegawai Negeri Sipil, seperti sering terlambatnya Pegawai Negeri Sipil masuk kantor bahkan ada yang pulang sebelum jam pulang kantor dan tidak hadir tanpa keterangan pada jam kerja. Ini mencerminkan bahwa upaya pemerintah dalam mewujudkan penyelenggaraan Pemerintah yang Produktif, Efisien, Efektif, Ekonomis, berdaya guna dan berhasil guna terhambat dengan adanya perilaku PNS yang kurang mematuhi peraturan kedisiplinan pegawai. Penelitian ini bertujuan untuk memperoleh gambaran tentang implementasi Kebijakan Peraturan Pemerintah Nomor 53 Tahun 2010 tentang disiplin Pegawai Negeri Sipil dan faktor – faktor apa saja yang menghambat proses implementasi kebijakan Peraturan Pemerintah Nomor 53 Tahun 2010 tentang disiplin Pegawai Negeri Sipil di Sekretariat Daerah Kabupaten Aceh Tamiang. Penelitian ini merupakan penelitian diskriftif dengan pendekatan kualitatif. Dari hasil penelitian ini menunjukkan bahwa ada beberapa factor yang mempengaruhi Implementasi Kebijakan Peraturan Pemerinyah Nomor 53 Tahun 2010 tentang Dispilin Pegawai Negeri Sipil di Sekretariat Daerah Kabupaten Aceh Tamiang antara lain (a) dari sisi komunikasi belum sepenuhnya berjalan dengan baik. (b) dari sisi sumber daya jumlah komponen sumber daya yang ada sudah cukup memadai. (c) dari sisi disposisi atau sikap masih terdapat sebagian pegawai yang kurang mematuhi dan melaksanakan peraturan tersebut. (d) dari sisi Struktur Birokrasi mendukung jalannya implementasi peraturan pemerintah nomor 53 tahun 2010 tentang disiplin Pegawai Negeri Sipil di Sekretariat Daerah Kabupaten Aceh Tamiang, Government Regulation Number 53 of 2010 concerning Discipline of Civil Servants is a legal basis for guaranteeing Civil Servants and can be used as a basis for regulating the preparation of good and right State apparatus. Regional Disecretariat of Aceh Tamiang District often occurs in disciplinary violations of the Civil Servants, as often the delay in entering the office of the Civil Servants, even those who leave before the office hours and are absent without information during working hours. This reflects that the government's efforts to realize the implementation of a Productive, Efficient, Effective, Economical, Efficient and Successful Government are hampered by the behavior of civil servants who do not comply with employee discipline regulations. This study aims to obtain an overview of the implementation of Government Regulation Number 53 of 2010 concerning the discipline of Civil Servants and any factors that hinder the policy implementation process of Government Regulation Number 53 of 2010 concerning the discipline of Civil Servants in the Aceh Tamiang District Regional Secretariat. This research is a descriptive study with a qualitative approach. From the results of this study indicate that there are several factors that influence the Implementation of Government Regulation Regulation Number 53 of 2010 concerning Dispilin Civil Servants in the Regional Secretariat of Aceh Tamiang Regency, among others (a) from the communication side it has not been fully implemented. (b) in terms of resources the number of available resource components is sufficient. (c) in terms of disposition or attitude there are still some employees who do not comply and implement the regulation. (d) in terms of the Bureaucratic Structure supporting the implementation of government regulation number 53 of 2010 concerning the discipline of Civil Servants in the Regional Secretariat of Aceh Tamiang District,
