Abstract: | Penelitian ini bertujuan menganalisa Pengaruh Implementasi Kebijakan Retribusi Parkir Terhadap Kinerja Pegawai Dinas Perhubungan Kota Binjai. Dalam kebijakan retribusi tersebut dipengaruhi faktor-faktor variabel komunikasi, sumber daya, disposisi/sikap, dan struktur birokrasi. Berkenaan dengan itu, penelitian ini mencoba untuk menjawab pertanyaan bagaimana kebijakan retribusi parkir di Kota Binjai dan faktor-faktor dalam implementasi kebijakan retribusi parkir mana yang berpengaruh terhadap kinerja pegawai Dinas Perhubungan Kota Binjai. Metode penelitian dilakukan dengan menggunakan metode penelitian deskriptis kuantitatif. Populasi penelitian adalah seluruh pegawai di lingkungan Dinas Perhubungan Kota Binjai, berjumlah 65 orang. Pengumpulan data dilakukan dengan teknik kuesioner, wawancara dan dokumentasi. Kemudian data tersebut diolah dan dianalitis secara kuantitatif dan diuji secara statistik dengan analisis Regresi Berganda. Hasil penelitian menunjukkan bahwa pengaruh yang signifikan dari keseluruhan faktor atau variabei komunikasi, sumber daya manusia, disposisi/sikap dan struktur birokrasi terhadap kinerja pegawai Dinas Perhubungan Kota Binjai adalah faktor atau variabel kornunikasi dan struktur birokrasi. Sedangkan pengaruh dari faktor atau variabel sumber daya manusia dan disposisi/ sikap tidak signifikan. Walaupun terdapat dua variabel atau faktor yang tidak signifikan, namun secara keseluruhan variabel atau faktorfaktor tersebut menunjukkan pengaruhnya (kontribusi) secara signifikan terhadap kinerja pegawai Dinas Perhubungan Kota Binjai sebesar 52,3 %. Dalam penelitian ini adalah untuk dapat meningkatkan kinerja pegawai yang di Dinas Perhubungan Kota Binjai, maka perlu ditingkatkan kemampuan pegawai dalam pelaksanaan tugas pelayanan. Perlu dilakukan pembenahan pegawai mulai dari perekrutan, pemilihan dan penempatan pegawai, selanjutnya untuk meningkatkan kemampuan pegawai dilakukan pendidikan dan latihan baik teknis manajerial maupun teknis fungsional. This study aims to analyze the Effect of the Implementation of Parking Levy Policy on the Performance of Binjai City Transportation Department Employees. The levy policy is influenced by factors of communication variables, resources, disposition / attitude, and bureaucratic structure. In this regard, this study tries to answer the question of how parking retribution policies in Binjai City and which factors in implementing parking retribution policies affect the performance of Binjai City Transportation Department employees. The research method was conducted using quantitative descriptive research methods. The study population was all employees in the Binjai City Transportation Department, totaling 65 people. Data collection was carried out using questionnaire, interview and documentation techniques. Then the data is processed and analyzed quantitatively and tested statistically by multiple regression analysis. The results showed that the significant influence of all factors or communication variables, human resources, disposition / attitude and bureaucratic structure on the performance of Binjai City Transportation Department employees were communication factors and bureaucratic structures. While the influence of human resource factors or variables and disposition / attitude is not significant. Although there are two variables or factors that are not significant, overall the variables or factors show a significant influence (contribution) on the performance of Binjai City Transportation Department employees by 52,3%. In this research is to be able to improve the performance of employees in the Department of Transportation of the City of Binjai, it is necessary to improve the ability of employees in carrying out service tasks. Improvements must be made to employees ranging from recruitment, selection and placement of employees, then to improve the ability of employees to do education and training both managerial and functional technical. |
