Implementasi Program Percepatan Sertifikasi Barang Milik Negara Berupa Tanah (Studi Pada Kantor Wilayah Direktorat Jenderal Kekayaan Negara Sumatera Utara)

Abstract

The Acceleration of State Property in the Form of Land Program is a policy made by the Minister of Finance in collaboration with the Ministry of Agrarian / National Land Agency, namely in the form of national activities carried out in the context of securing the administration and law of State Property as well as increasing the reliability of all State property the budget is borne by the State Budget. The acceleration of certification program is carried out for BMN in the form of land in Ministries / Institutions including those used for national roads. This thesis discusses the Implementation of the BMN Certification Acceleration Program in the Form of Land in the Regional Office of the Directorate General of State Assets of North Sumatra. Data analysis uses descriptive analysis techniques, where data in qualitative form, especially from interviews. Data collection is done by interviewing directly with key informants in depth. The results of the study indicate that the implementation of the BMN certification certificate acceleration program in the form of land in the Regional Office of the North Sumatra DJKN, where the author sees the success or failure of a policy can be seen from four aspects: communication, resources, disposition or behavior and bureaucratic structure. In the process of communication delivered by the apparatus and officers in the field has not been going well, because socialization related to the SIMANTAP application (Government Land Data Management Information System) is still lacking / rarely done. Resources in the field of State Wealth Management are qualitatively good, but quantitatively they are still lacking, especially when compared to the amount of services that must be given to the work unit. Disposition in the Regional Office of the North Sumatra DJKN is carried out according to their respective main tasks and functions. The bureaucratic structure in the Regional Office of the North Sumatra DJKN runs in accordance with their respective fields. Then the implementation of the program policy to accelerate BMN certification in the form of land in the Regional Office of the DJKN North Sumatra in general was quite successful. Program Percepatan Sertipikasi Barang Milik Negara Berupa Tanah merupakan kebijakan yang dibuat oleh Menteri Keuangan bekerja sama dengan Kementerian Agraria/Badan Pertanahan Nasional yaitu berupa kegiatan berskala nasional yang dilaksanakan dalam rangka pengamanan administrasi dan hukum Barang Milik Negara serta untuk meningkatkan keandalan data Barang Milik Negara dimana semua anggaran ditanggung Anggaran Pendapatan dan Belanja Negara. Program percepatan sertipikasi dilakukan untuk BMN berupa tanah pada Kementerian/Lembaga termasuk yang digunakan untuk jalan nasional. Tesis ini membahas Implementasi Program Percepatan Sertipikasi BMN Berupa Tanah di Kantor Wilayah Direktorat Jenderal Kekayaan Negara Sumatera Utara. Analisis data menggunakan teknik analisa deskriptif, dimana data-data dalam bentuk kualitatif khususnya dari wawancara. Pengumpulan data dilakukan dengan wawancarai langsung dengan informan kunci secara mendalam. Dari hasil penelitian menunjukkan bahwa pelaksanaan kebijakan program percepatan sertipikasi BMN berupa tanah di Kantor Wilayah DJKN Sumatera Utara yang mana penulis dalam melihat berhasil tidaknya suatu kebijakan dapat dilihat dari empat aspek yaitu komunikasi, sumber daya, disposisi atau tingkah laku dan struktur birokrasi. Dalam proses komunikasi yang disampaikan aparatur dan petugas di lapangan belum berjalan dengan baik, dikarenakan sosialisasi terkait aplikasi SIMANTAP (Sistem Informasi Manajemen Pendataan Tanah Pemerintah) masih kurang/jarang dilakukan. Sumber daya di bidang Pengelolaan Kekayaan Negara secara kualitatif baik namun secara kuantitatif masih kurang jumlahnya terutama jika dibandingkan dengan jumlah layanan yang harus diberikan kepada satuan kerja. Disposisi di Kantor Wilayah DJKN Sumatera Utara dilaksanakan sesuai tugas pokok dan fungsinya masing-masing. Struktur Birokrasi di Kantor Wilayah DJKN Sumatera Utara berjalan sesuai dengan bidangnya masing-masing. Maka implementasi kebijakan program percepatan sertipikasi BMN berupa tanah di Kantor Wilayah DJKN Sumatera Utara secara umum berjalan cukup berhasil.
