Abstract: Salah satu kebijakan yang dilakukan pemerintah untuk mengentaskan masalah kemiskinan adalah Program Keluarga Harapan (PKH). Pelaksanaan PKH diharapkan dapat meningkatkan taraf kehidupan sosial ekonomi, pendidikan, serta kesehatan masyarakat terutama pada kelompok masyarakat miskin. Tujuan dari penelitian: 1. Untuk mengetahui bagaimana implementasi Program Keluarga Harapan (PKH) di Kelurahan Sumber Sari Kecamatan Sei Tualang Raso Kota Tanjungbalai. 2. Implementasi Program Keluarga Harapan (PKH) di Kelurahan Sumber Sari Kecamatan Sei Tualang Raso Kota Tanjungbalai. Pendekatan teori yang digunakan dalam penelitian ini adalah pendekaan implementasi kebijakan Daniel Mazmanian dan Paul Sabatier. Teori tersebut melihat variabel mudah tidaknya masalah dikendalikan, variabel kemampuan kebijakan dalam menstruktur proses implementasi secara tepat dan variabel di luar kebijakan yang mempengaruhi proses implementasi. Metode penelitian yang digunakan adalah metode penelitian deskriptif dengan pendekatan kualitatif. Pengumpulan data dilakukan melalui pengamatan dan wawancara mendalam. Hasil penelitiannya menunjukan implementasi PKH di Kelurahan Sumber Sari sedikit mengalami kendala dan belum diimplementasikan sepenuhnya dengan baik. Sosialisasinya belum dilaksanakan secara menyeluruh, sehingga kurang mendapat dukungan dari pihak-pihak terkait. Pendataan peserta penerima PKH belum maksimal karena terdapat beberapa keluarga yang selayaknya mendapatkan PKH namun belum memperolehnya. Pendampingan belum dilakukan dengan baik dan penggunaan dana PKH oleh RTSM kadang kala digunakan diluar ketentuan. Untuk jangka panjang belum bisa merubah pola pikir dan perilaku RTSM secara signifikan. One of the policies carried out by the government to alleviate the poverty problem the Hope Family Program (PKH). The implementation of PKH is expected to improve the level of socio-economic life, education and public health, especially in the poorer groups. The objectives of this study are: 1. to find out how the implementation of Hope Family Program (PKH) in Sumber Sari Sub-District, Sei Tualang Raso District, Tanjungbalai town. 2. Implementation of Family Hope Program (PKH) in the Sumber Sari Sub-District, Sei Tualang Raso District, Tanjungbalai town. This research used theory of implementation approach of policy by Daniel Mazmanian and Paul Sabatier. This theory sees the variable in controlling the problem. The variable of ability of policy in structuring the implementation process accurately and variable from outside of policy that influence the implementation process. This research used descriptive methodology with qualitative approach. The data collecting was done by monitoring and interview thoroughly. The results of this research show that the implementation of PKH in Sumber Sari Sub-District has a slight problem and has not been fully implemented properly. The socialization has not been comprehensive, so there is less support from related parties. Data collection of PKH recipient participants has not been maximized, there are some families who should get PKH but have not yet obtained it. Mentoring has not been done well and the use of PKH funds by RTSM is sometimes used outside the provisions. For the long term, it has not been able to change the mindset and behavior of the RTSM significantly.
