Implementasi Satuan Polisi Pamong Praja Dalam Kebijakan Penertiban Hewan Ternak (Studi di Kecamatan IDI Rayeuk Kabupaten Aceh Timur)

Abstract

The Pramong Praja Police Unit demolished livestock in Idi Rayeuk Subdistrict which often disturbed the community because they roamed and disturbed the traffic order. Based on observations, there are still many livestock that roam in public spaces such as cattle and buffaloes. Based on the background of the problem, the formulation of the problem in the study was (1) Implementation of the Satpol PP in the policy of controlling livestock in the District of Idi Rayeuk, Kab. East Aceh. (2) Satpol PP obstacles in controlling livestock in Idi Rayeuk District, Kab. East Aceh. The research objective was to analyze (1) the implementation of the Satpol PP in the policy of controlling livestock in the District of Idi Rayeuk, Kab. East Aceh. (2) Obstacles of Satpol PP in implementing livestock control policies in Idi Rayeuk District, Kab. East Aceh. The research method used was descriptive with qualitative analysis. Data collection was obtained from interviews, documentation and observation. The results of the study are (1) Communication done by the Regency Government in controlling the maintenance of livestock, has been done well. (2) Resources from the Regency Government. East Aceh has not been fulfilled well. (3) The attitude of the implementers has been done well. (4) The bureaucratic structures carried out by Government agencies to the public and those carried out by the community to their livestock have not gone well. While the suggestions from the research are (1) Conducting socialization by gathering community representatives from the Sub-Districts in East Aceh District to participate in the socialization. (2) Providing facilities and infrastructure such as quarantine pens from the District and Regency Government. (3) The need to add personnel to Satpol PP members. Satuan Polisi Pramong Praja melakukan penertiban hewan ternak di Kecamatan Idi Rayeuk yang sering mengganggu masyarakat karena berkeliaran dan mengganggu ketertiban lalu lintas. Berdasarkan pengamatan, masih banyak hewan ternak yang berkeliaran di ruang publik seperti sapi dan kerbau. Berdasarkan latar belakang masalah tersebut maka rumusan masalah dalam penelitian adalah (1) Implementasi Satpol PP dalam kebijakan penertiban hewan ternak di Kecamatan Idi Rayeuk Kab. Aceh Timur. (2) Hambatan Satpol PP dalam penertiban hewan ternak di Kecamatan Idi Rayeuk Kab. Aceh Timur. Tujuan penelitian untuk menganalisis (1) Implementasikan Satpol PP dalam kebijakan penertiban hewan ternak di Kecamatan Idi Rayeuk Kab. Aceh Timur. (2) Hambatan Satpol PP dalam mengimplementasikan kebijakan penertiban hewan ternak di Kecamatan Idi Rayeuk Kab. Aceh Timur. Metode Penelitian yang di gunakan adalah deskriptif dengan analisis kualitatif. Pengumpulan data di peroleh dari wawancara, dokumentasi dan observasi. Hasil penelitian adalah (1) Komunikasi yang di lakukan pihak Pemkab dalam penertiban pemeliharaan hewan ternak, sudah di lakukan dengan baik. (2) Sumber daya dari Pemkab. Aceh Timur belum terpenuhi dengan baik. (3) Sikap para pelaksana telah dilakukan dengan baik. (4) Struktur birokrasi yang dilakukan oleh instansi Pemerintah kepada masyarakat dan yang dilakukan masyarakat kepada hewan ternak milik mereka belum berjalan baik. Sedangkan saran dari penelitian adalah (1) Melakukan sosialisasi dengan mengumpulkan perwakilan masyarakat dari Kecamatan di Kabupaten Aceh Timur untuk mengikuti sosialisasi. (2) Menyediakan sarana dan prasarana seperti kandang karantina dari pihak Kecamatan dan Pemkab. (3) Perlunya menambah personil anggota Satpol PP.
