Analisis Netralitas Peran Tentara Nasional Indonesia (TNI) Dalam Pemilihan Umum Tahun 2019 (Studi Kasus di Koramil 07 Stabat)

Abstract

This study aims to see how the Neutrality of the Indonesian National Role (TNI) in General Elections. This research method is qualitative by collecting data through structured interviews. The TNI at Koramil 07 Stabat did not violate the Constitution Number 34 of 2004. This was due to the attitude of the TNI during the election in collaboration with the Police to prevent chaos. Another role of the TNI is responsibility which is divided into two, namely internal consolidation and external consolidation. The TNI at Koramil 07 Stabat also plays a role in accordance with Law Number 42 of 2008 concerning the General Election of President and Vice President Article 41. From the results of the analysis of research on the Neutrality of the TNI's Role in General Elections it is concluded that the TNI as a means of State defense performs its duties based on the law. The TNI Law No.34 of 2004. Apart from war, one of the ways is to help the Government instead of taking sides with one of the candidates in the General Election. Although the TNI does not side with the candidates for the General Election candidates, it still updates the latest information about candidates in the General Election. This is solely because the TNI must know what are the priorities of a candidate for State leadership. Penelitian ini bertujuan untuk mengetahui bagaimana Netralitas Peran Tentara Nasional Indonesia (TNI) Dalam Pemilihan Umum. Metode penelitian ini adalah kualitatif dengan pengambilan data melalui wawancara terstuktur. TNI di Koramil 07 Stabat tidak melanggar UUD Nomor 34 tahun 2004. Hal ini dikarenakan sikap TNI saat berlangsungnya pemilu bekerja sama dengan Polri agar tidak terjadi kericuhan. Peran lainnya dari TNI adalah konsolidasi yang dibagi menjadi dua yaitu konsilidasi internal dan konsilidasi eksternal. TNI di Koramil 07 Stabat juga berperan sesuai dengan Undang-Undang Nomor 42 tahun 2008 tentang Pemilihan Umum Presiden dan Wakil Presiden Pasal 41. Dari hasil analisis penelitian mengenai Netralitas Peran TNI dalam Pemilihan Umum ditarik kesimpulan, bahwa TNI sebagai alat pertahanan Negara melakukan tugasnya berdasarkan undang-undang TNI No.34 tahun 2004. Selain perang, salah satunya membantu Pemerintah bukan memihak salah satu Kandidat dalam Pemilihan Umum. Walaupun TNI tidak berpihak pada calon kandidat Pemilihan Umum namun tetap update informasi terbaru mengenai kandidat di Pemilihan Umum. Hal ini semata karena TNI harus tahu apa saja yang menjadi proritas calon pemimpin Negara.
