dc.description.abstract | Kinerja pelayanan publik dalam pemenuhan kebutuhan masyarakat saat ini masih belum memenuhi kebutuhan yang diharapkan, seperti menyangkut prosedur dan mekanisme kerja pelayanan yang berbelit-belit, kurang transparan, kurang informatif, kurang akomodatif, kurang konsisten, keterbatasan fasilitas, sarana dan prasarana pelayanan, sehingga tidak menjamin kepastian hukum, waktu, dan baiaya, bahkan perbuatan yang berindikasi penyimpangan. Penelitian ini berfokus pada evaluasi kinerja perangkat desa dalam melayani masyarakat (Studi kasus Desa Dame Kecamatan Dolok Masihul Kabupaten Serdang Bedagai Propinsi Sumatera Utara). Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kualitatif. Penelitian dilakukan di Desa Dame Kecamatan Dolok Masihul Kabupaten Serdang Bedagai. Pengumpulan data dilakukan dengan observasi langsung dan wawancara dengan beberapa informan. Adapun teknik analisa data dalam penelitian ini adalah dengan menggunakan metode deskriptif kualitatif. Hasil penelitian menunjukkan bahwa, pada evaluasi kinerja pelayanan secara umum sudah cukup baik hal ini terlihat dari indikator kedisiplinan, penyelesaian tugas dan semangat kerja perangkat desa. Selanjutnya pada evaluasi kinerja pelayanan administrasi juga sudah baik, hal ini terlihat dari pencatatan, pengisian papan monografi, dan penyimpanan dokumen-dokumen. Disarankan kepada Perangkat Desa Dame Kecamatan Dolok Masihul harus tetap melakukan evaluasi agar dapat meningkatkan kualitas dari proses dan hasil pelayanan publik, agar masyarakat dalam menggunakan jasanya mendapatkan kenyamanan, kelancaran dan kepastian hukum yang dapat dipertanggungjawabkan. Public service performance in meeting community needs currently it still does not meet the expected needs, such as the convoluted procedures and work mechanisms of service, lack of transparency, lack of informative, less accommodative, inconsistent, limited facilities, service facilities and infrastructure, so that it does not guarantee legal certainty, time, and costs, even actions that indicate irregularities. This research focuses on evaluating the performance of village officials in serving the community (Case study of Dame Village, Dolok Masihul District, Serdang Bedagai Regency, North Sumatra Province). The approach used in this study is a qualitative approach. The research was conducted in Dame Village, Dolok Masihul District, Serdang Bedagai Regency. Data collection was carried out by direct observation and interviews with several informants. The data analysis technique in this study is to use a qualitative descriptive method. The results showed that, in general, the evaluation of service performance was quite good, this could be seen from the indicators of discipline, task completion and work spirit of village officials. Furthermore, the performance evaluation of administrative services is also good, this can be seen from recording, filling in monograph boards, and storing documents. It is recommended that the Dame Village Apparatus, Dolok Masihul Subdistrict, must continue to carry out evaluations in order to improve the quality of the process and results of public services, so that people in using their services get comfort, smoothness and legal certainty that can be accounted for. | en_US |
