Implementasi Peraturan Daerah Kabupaten Dairi Nomor 2 Tahun 2015 Tentang Pemilihan Kepala Desa di Kecamatan Sidikalang

Abstract

Implementation of villlage head election conduted simultaneously by district government Dairi, especially Sidikalang sub district executing of 3 (three) election of village head which is Bintang village, Bintang Mersada and Huta rakyat village. The election of village heads in the Sidikalang sub district gennerally works well, but there are village experiencing some constraints from communication, resources, disposition and bureaucratic structures. In the process of election village head which rofers to law number 6 of 2014 as outlined in district regulation Dairi number 2 of 2015 on the election of village head. The theory put forward by George C. Edwards III about the 4 factors that influence the implementation of public policy that is communication, resources, disposition and bureaucratic struktur, the researcher can describe the problem that happened in the implementation of district regulation Dairi number 2 of 2015 about the election of village head. This research is a qualitative desriptive research with induktive approach which aims to describe the situation in the field systematically, the population in this study is the chairman of the village consultatine body, the village head, community leaders. The head of village head election commitee, the governmental clerk in the Sidikalang sub district and the community with the number of respondents as many as 75 people. The results of this study indicate the factors of communication, resources, in the terms of budgeting disposition, and bureaucratic structure, because a problem in the implementation of district regulation Dairi number 2 of 2015 on the election of village head.
