Abstract

In order to realize the management, accountability and reporting of BOP PAUD funds that are accountable, right on target and on time and in accordance with prevailing regulations, it has been issued Regulation of the Minister of Education and Culture of the Republic of Indonesia Number 2 Year 2016 About Technical Guidance of the Use of Operational Fund for the Implementation of Child Education Early age. Technical Guidance on the Use of Operational Assistance This PAUD implementation is published to be used as a reference by all parties in the implementation of ECD program. This study aims to determine and analyze the Regulation of the Minister of Education and Culture of the Republic of Indonesia No. 2 of 2016 About Technical Guidelines on the Use of Operational Funds for the Implementation of Early Childhood Education in Tanjungbalai City. This research is descriptive with samples taken from PAUD managers by purposive sampling as much as 44 0rang. Data analysis was done by descriptive analysis with frequency table. The result of the research shows that Policy Implementation of Regulation of the Minister of Education and Culture of the Republic of Indonesia Number 2 Year 2016 About Technical Guidance of the Use of Operational Fund for the Implementation of Early Childhood Education at the Education Office of Tanjung Balai City viewed from input, process, output and out comes policy, Has not gone well, but when viewed from each policy variable indicates the difference in the success of the Implementation of Regulation of the Minister of Education and Culture of the Republic of Indonesia No. 2 of 2016 on Technical Guidance on the Use of Operational Funds for the Implementation of Early Childhood Education. In order to further improve the success rate of Policy Implementation, it is necessary to improve the quality of human resources through the improvement of education and training according to their respective fields and socialization to all PAUD managers about SOP on the Use of Operational Funds for Early Childhood Education Is on the Education Office of Tanjung Balai City.
