Abstract: Digitalisasi peradilan melalui e-Court bertujuan memenuhi asas layanan peradilan yaitu tercapainya peradilan yang sederhana, cepat dan biaya ringan. Pengadilan Negeri Binjai telah mendukung proses pendaftaran perkara melalui e- Court. Namun layanan tersebut belum berjalan optimal. Tepat dua tahun semenjak e-Court diluncurkan, perkara perdata yang didaftarkan melaui e-Court hanya berjumlah 19 perkara, urutan ketiga terendah dibanding pengadilan negeri sekelasnya. Sementara pendaftaran perkara perdata melalui PTSP berjumlah 55 perkara. Perumusan masalah dalam penelitian ini: 1)Bagaimana implementasi Peraturan Mahkamah Agung Nomor 1 Tahun 2019 di Pengadilan Negeri Binjai? 2) Apa saja kendala-kendala dalam implementasi Peraturan Mahkamah Agung Nomor 1 Tahun 2019 di Pengadilan Negeri Binjai? Tujuan dari penelitian ini adalah 1)Mengetahui dan menganalisis implementasi Peraturan Mahkamah Agung Nomor 1 Tahun 2019 di Pengadilan Negeri Binjai. 2)Menguraikan dan menganalisis kendala-kendala dalam implementasi Peraturan Mahkamah Agung Nomor 1 Tahun 2019 di Pengadilan Negeri Binjai. Bentuk penelitian ini adalah kualitatif deskriptif. Data yang digunakan dalam penelitian ini adalah data primer dan data sekunder. Data primer meliputi wawancara, observasi dan dokumentasi. Sedangkan data sekunder merupakan data yang diperoleh dari literatur dan telaah dokumen. Berdasarkan uraian hasil penelitian dan pembahasan maka ditarik kesimpulan mengenai Implementasi Peraturan Mahkamah Agung Nomor 1 Tahun 2019 tentang Administrasi Perkara dan Persidangan secara Elektronik (Studi di Pengadilan Negeri Binjai) berdasarkan teori Edward III sudah berjalan baik namun belum maksimal dilaksanakan. The digitization of justice through e-Court aims to fulfill the principle of judicial services, namely the achievement of justice that is simple, fast and low cost. The Binjai District Court has supported the case registration process via e- Court. However, the service has not run optimally. Exactly two years since the e- Court was launched, civil cases registered through the e-Court only amounted to 19 cases, the third-lowest ranking compared to district courts in its class. While the registration of civil cases through PTSP amounted to 55 cases. The problem formulations of this study are: 1)How is the implementation of the Supreme Court Regulation Number 1 of 2019 at the Binjai District Court? 2)What are the obstacles in implementing Supreme Court Regulation Number 1 of 2019 at the Binjai District Court? The aims of this study are 1) To know and analyze the implementation of the Supreme Court Regulation Number 1 of 2019 at the Binjai District Court. 2) To describe and to analyze the obstacles in the implementation of the Regulation of the Supreme Court Number 1 of 2019 at the Binjai District Court. The form of this research is descriptive qualitative. The data used in this study are primary data and secondary data. Primary data include interviews, observations, and documentations while secondary data are data obtained from literature and document review. Based on the results of the research and discussion, conclusions were drawn regarding the implementation of Supreme Court Regulation Number 1 of 2019 concerning Electronic Case Administration and Trial based on Edward III's theory that has been going well but has not been maximally implemented.
