Rekrutmen Kepemimpinan di Dinas Kependudukan dan Catatan Sipil Provinsi Sumatera Utara

Abstract

Setelah dikeluarkanya Peraturan Kementrian Dalam Negri Nomor 76 Tahun 2015 tentang pengangkatan dan pemberhentian Pejabat pada unit kerja yang menangani urusan Administrasi Kependudukan di Provinsi Kabupaten / Kota Pada Pejabat Tinggi Pratama diangkat dan diberhentikan oleh Menteri atas Usulan Gubernur,dan Nama 3 Calon dari Usulan Gubernur berdasarkan hasil panitia usulan seleksi Jabatan Provinsi dengan melampirkan berkas persyaratan sesuai dengan ketentuan Peraturan Perundang-undangan harus sudah disampaikan kepada mentri paling lama 7 hari setelah diterima panitia Seleksi jabatan Provinsi dan Mentri menetapkan Pejabat paling lama 14 hari sejak usulan dterima Mentri dalam Negri. Metode Penelitian yang digunakan adalah Penelitian Kualitatif dengan Pendekatan Deduktif yaitu cara berfikir yang mengimplementasikan sesuatu yang umum dan selanjutkan dikaitkan dengan aspek-aspek sesuatu yang khusus. Hasil pembahasan dan Penelitiannya adalah Rekrutmen Rekrutmen Kepimimpinan Kependudukan dan Catatan Sipil Provinsi Sumatera Utara dilaksanakan dengan melalui proses uji seleksi tes psikotes dan wawancara oleh tim seleksi yang beranggotakan 5 orang yaitu yang diketuai Sekretaris Daerah,Sekretaris Kepala BKD,1 orang dari kalangan Profesional dan 2 Orang dari Akademisi. uji seleksi biasanya berbentuk wawancara dan makalah. Hasil uji seleksi yang di lakukan secara terbuka diserahkan laporan ke Komisi Aparatur Sipil Negara setelah ada rekomendasi Komisi Aparatur Sipil Negara atas hasil seleksi, Gubernur akan mengajukan 3 nama calon pejabat yang memiliki nilai tertinggi untuk kemudian diusullkan oleh wewenang Gubernur yang terpilih menjadi Kepala Dinas Kependudukan dan Catatan Sipil untuk di sah jabatan kan oleh Kementrian dalam Negri. Selection tests are usually in the form of interviews and papers. The results of the selection test which are carried out openly are submitted to the State Civil Apparatus Commission after the recommendation of the State Civil Apparatus Commission on the results of the selection, the Governor will propose 3 names of candidates for officials who have the highest scores to then be proposed by the authority of the Governor who is elected as the Head of the Population and Population Service.
