Abstract: Di dalam proses pengadaan pegawai, banyak masyarakat yang berharap agar putra-putrinya di Kabupaten Deli Serang yang sudah menyelesaikan pendidikan bisa diterima menjadi pegawai di Pemerintahan Kabupaten Deli Serdang. Namun, secara real dengan proses pengadaan pegawai secara online yang diterima menjadi pegawai yang l ulus bersumber dari luar daerah. Berdasarkan hal tersebut rumusan masalah dalam penelitian ini: 1) Bagaimana analisis pengadaan pegawai di Badan Kepegawaian Daerah Kabupaten Deli Serdang, 2) Faktor apa yang menjadi kendala dalam pelaksanaan pengadaan pegawai negeri sipil di Badan Kepegawaian Daerah Kabupaten Deli Serdang. Adapun metode penelitian yang digunakan adalah metode deskriptif, sedangkan teknik analisis data menggunakan kualitatif. Dari hasil penelitian ini menunjukkan bahwa pengadaan PNS di Badan Kepegadaian Daerah Kabupaten Deli Serdang dilakukan melalui tahapan: perencanaan, penentuan persyaratan, pengumuman, pelamaran, yang kemudian diikuti dengan penyaringan dan pengangkatan menjadi calon pegawai negeri sipil, yang dilanjutkan dengan pengangkatan menjadi pegawai negeri sipil. Adapun faktor kendala yang dihadapi dalam pelaksanaan pengadaan PNS adalah: kurangnya jumlah pelamar yang berkualitas sehingga terdapat keterpaksaan untuk menerima pelamar yang nilai ujiannya kurang dari standar, pengawasan terhadap proses pengadaan sulit dilakukan karena sangat banyak pihak yang berkepentingan dengan proses pengadaan bahkan para pejabat tinggi di pemerintahan juga ikut memanfaatkan proses pengadaan untuk kepentingan pribadinya, serta adanya upaya pelamar PNS untuk melakukan pendekatan kepada para pejabat pemerintahan dengan memberikan suap agar diluluskan menjadi PNS. Direkomendasikan lembaga pendidikan perlu meningkatkan kemampuan para lulusan, agar lulusan tersebut benar-benar dapat menunjukkan kualitas yang sangat baik, dan dapat dijadikan sebagai sumber pengadaan PNS. Pengangkatan pejabat pemerintah perlu dilaksanakan dengan benar-benar mempertimbangkan integritas sebagai pimpinan, sehingga dapat secara jujur dan objektif melakukan pengawasan, termasuk juga mengawasi proses pengadaan PNS. Pemerintah juga perlu secara tegas melakukan tindakan hukum kepada para pelamar PNS yang terbukti telah melakukan tindak pidana suap kepada para pejabat pemerintah. In the process of recruiting employees, many people hope that their children in Deli Serang Regency who have completed their education can be accepted as employees in the Deli Serdang Regency Government. However, in real terms with the online recruitment process, those who are accepted as employees who graduate come from outside the region. Based on this, the formulation of the problem in this study: 1) How is the analysis of the procurement of employees at the Regional Personnel Agency of Deli Serdang Regency, 2) What factors are the obstacles in the implementation of the procurement of civil servants in the Regional Personnel Agency of Deli Serdang Regency. The research method used is descriptive method, while the data analysis technique uses qualitative. The results of this study indicate that the procurement of civil servants at the Regional Pegadaian Agency of Deli Serdang Regency is carried out through the stages: planning, determining requirements, announcements, applications, which are then followed by screening and appointment to civil servant candidates, followed by appointment to civil servants. The constraint factors faced in the implementation of the procurement of civil servants are: the lack of a number of qualified applicants so that there is a compulsion to accept applicants whose test scores are less than standard, supervision of the procurement process is difficult because there are so many parties with an interest in the procurement process even high-ranking government officials. also take advantage of the procurement process for their personal interests, as well as the efforts of civil servant applicants to approach government officials by giving bribes to graduate as civil servants. It is recommended that educational institutions need to improve the ability of graduates, so that these graduates can really show excellent quality, and can be used as a source of procurement of civil servants. Appointment of government officials needs to be carried out by really considering integrity as a leader, so that they can honestly and objectively carry out supervision, including supervising the procurement process for civil servants. The government also needs to take strict legal action against civil servant applicants who are proven to have committed a crime of bribery to government officials
