Abstract

In the implementation of development, the planning process becomes the key in the implementation of development, the value of the value of community participation in development is not lost but strengthen the Village Government in preparing the development plan. Village Development Planning is organized by involving the village community and in preparing the village government to hold village development planning deliberations. Based on the background of the existing problems, the authors will conduct research on the Implementation of the Minister of Home Affairs Regulation no. 114 Year 2014 About the Village Development Guidelines, especially on the Development in the Village Sitinjo I Sitinjo District Dairi. From the problems that have been formulated, the purpose of this research is to know and analyze Implementation of Minister of Home Affairs Regulation no. 114 Year 2014 About the Village Development Guidelines, especially on the Development in the Village Sitinjo I Sitinjo District Dairi. Based on the result of the research, it is concluded the Implementation of Minister of Home Affairs Regulation no. 114 Year 2014 About the Village Development Guidelines, especially on Development in Sitinjo Village I Sitinjo District Dairi Regency has not been implemented optimally in accordance with the policy objectives that have been formulated.
