dc.description.abstractKegiatan perencanaan pembangunan di Kantor Camat Medan Timur Kota Medan telah 50% terealisasi. Jelas terlihat kinerja Bidang Pembangunan dan Pemberdayaan Masyarakat (PPM) Kecamatan Medan Timur Kota Medan dalam melaksanakan program kegiatan-kegiatan yang dilakukan. Namun observasi yang dilakukan menunjukkan bahwa pelaksanaan tersebut belum sepenuhnya berjalan secara optimal. Melalui efektivitas kinerja bidang PPM untuk membina dan mengawasi unit-unit kerja pemerintah dalam pemberdayaan masyarakat. Maka rumusan masalah adalah bagaimanakah efektivitas kinerja bidang pembangunan dan pemberdayaan masyarakat pada Kantor Camat Medan Timur Kota Medan? Kendala apa saja yang menjadi hambatan pada bidang pembangunan dan pemberdayaan masyarakat di Kantor Camat Medan Timur Kota Medan? Metode Penelitian yang digunakan dalam penelitian ini adalah analisis kualitatif. Pengumpulan data di peroleh dari wawancara, dokumentasi, dan observasi. Dengan hasil penelitian bahwa produktivitas kinerja pegawai bidang PPM Kantor Camat Medan Timur Kota Medan sudah efektif. Hal ini terlihat dalam memberikan pelayanan berupa Pelaksanaan Musyawarah Perencanaan Pembangunan Kelurahan Penyusunan Rencana Kerja OPD setiap tahunnya. Kualitas pelayanan bidang PPM Kantor Camat Medan Timur Kota Medan belum efektif. Responsivitas bidang PPM Kantor Camat Medan Timur Kota Medan di anggap cukup efektif dalam menetapkan sasaran dan tujuan yang akan di capai. Responsibilitas bidang PPM Kantor Camat Medan Timur Kota Medan telah berjalan dengan efektif dari adanya program prioritas. Akuntabilitas kegiatan yang dilakukan untuk masyarakat maupun pegawai sudah sangat bertanggungjawab dan efektif. Hambatan kinerja pada bidang PPM adalah Sumber Daya Manusia. Bahwa pendidikan mempunyai pengaruh yang signifikan terhadap kinerja pegawai. Saran dari penelitian ini adalah meningkatkan kualitas tersebut dengan cara mengikutsertakan pada diklat ataupun pembinaan guna meningkatkan wawasan dan motivasi personil atau sumber daya manusia. 50% of development planning activities at the Head Office of Medan Timur, Medan City have been realized. It is clear that the performance of the Development and Community Empowerment Division of Medan Timur Subdistrict, Medan City in implementing the program of activities carried out. However, the observations made indicate that the implementation has not been fully implemented optimally. Through the effectiveness of performance in the field of Community Development and Empowerment to foster and supervise government work units in community empowerment. So the formulation of the problem is how the effectiveness of the performance in the field of development and community empowerment at the East Medan District Head Office, Medan City? What are the obstacles in the field of development and community empowerment at the East Medan District Head Office, Medan City? The research method used in this research is qualitative analysis. Data collection is obtained from interviews, documentation, and observations. With the results of research on productivity performance of employees in the field of Community Development and Empowerment, the East Medan Sub-district Office, Medan City has been effective. This can be seen in providing services in the form of the Implementation of Village Development Planning Deliberations for Preparation of Work Plans every year. Service quality in the field of Community Development and Empowerment, Medan Timur Sub-district Office, Medan City has not been effective. Responsiveness in the field of Community Development and Empowerment, Medan Timur Sub-district Office, Medan City is considered quite effective in setting goals and objectives to be achieved. Responsibility for Community Development and Empowerment, Medan Timur Sub-district Office, Medan City has been running effectively from the existence of priority programs. The accountability of activities carried out for the community and employees is very responsible and effective. The performance barrier in the field of Community Development and Empowerment is Human Resources. That education has a significant influence on employee performance. The suggestion from this research is to improve the quality by participating in training or coaching in order to increase the insight and motivation of personnel or human resources.en_US
