Abstract: | Partisipasi masyarakat dalam musrenbang desa merupakan keterlibatan masyarakat dalam forum musyawarah ditingkat terendah yang di laksanakan bersama para pemangku kepentingan desa untuk menyepakati hal yang bersifat strategis. Desa Karang Gading selalu melaksanakan musrenbang desa setiap tahunnya, namun dalam pelaksanaan belum melibatkan seluruh elemen masyarakat. Penelitian ini bertujuan untuk mengetahui bagaimana partisipasi masyarakat dan faktor yang mempengaruhi partisipasi masyarakat dalam musrenbang desa di Desa Karang Gading Kecamatan Secanggang Kabupaten Langkat. Penelitian ini menggunakan metode kualitatif yang bersifat deskriptif yaitu memberikan gambaran secara jelas tentang pemasalahan yang diteliti. Teknik pengumpulan data yang digunakan melalui observasi, wawancara, dan dokumentasi. Hasil penelitian ini menunjukkan partisipasi masyarakat dalam musrenbang desa di Desa Karang Gading masih rendah dengan kehadiran masyarakat sebesar 54 % dari undangan yang diberikan dan partisipasi masyarakat dalam bentuk memberikan usulan untuk dijadikan prioritas program serta memberikan saran/ktitikan terhadap sebuah program yang ditawarkan masih rendah berdasarkan dari tingkat kehadiran masyarakat sehingga partisipasi yang diberikan masyarakat dalam forum musrenbang desa merupakan partisipasi pasif. Faktor yang mempengaruhi partisipasi masyarakat dalam musrenbang desa di Desa Karang Gading adalah faktor internal dan eksternal. Community participation in village development planning meetings is community involvement in the lowest level deliberation forum carried out with village stakeholders to agree on strategic matters. Karang Gading village always carries out the village musrenbang every year, but the implementation it has not involvet all elements of society. This study aims to determine how community participation and the factors that influence community participation in village development planning meetings in Karang Gading village, Secanggang sub-district Langkat district. This study uses qualitative methods that are descriptive in nature, which provides a clear picture of the problem under study. Data collection techniques used through observation, interviews, and documentation. The result of this study indicate that community participation in the village musrenbang in Karang Gading village is still low with the presence of the community at 54% of the invitations given and community participation in the form of providing suggestion to become program priorities and providing suggestions/criticism of the programs being offered are still low based on the level of community attendance so that the participation given by the community in the musrenbang forum is passive participation. The factors that influence community participation in village development planning meetings in Karang Gading village are internal and external factors. |
