Abstract: | Bantuan Sosial Tunai (BST) adalah program bantuan pemerintah berjenis pemberian uang tunai yang diberikan kepada keluarga miskin,tidak mampu dan terkena dampak wabah corona virus disease 2019 (COVID 19). Bantuan sosial tunai diberikan kepada keluara penerima manfaat (KPM) yaitu keluarga yang ditetapkan sebagai penerima bantuan sosial tunai. Adapun permasalahan dalam penelitian ini yaitu masih ada sebagian masyarakat yang tergolong miskin belum mendapatkan bantuan dikarenakan kurangnya ketelitian dalam pendataan, kurangnya pendatakan dikarenakan data yang digunakan merupakan data dari Data Terpadu Kesejahteraan Sosial (DTKS) 2015. Jenis Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif yaitu menggambarkan data yang didapat dari lapangan yang menjelaskan dengan kata-kata. Penelitian ini menggunakan teori George C. Edwards III dengan melihat empat variabel yaitu komunikasi, sumber daya SDM dan Anggaran, disposisi, struktur birokrasi. Penelitian ini bertujuan untuk mengetahui implementasi program Bantuan Sosial Tunai (BST) Di Kelurahan Sei Sikambing B Kota Medan dimana bantuan sosial tunai harus dimanfaatkan oleh KPM Bantuan sosial tunai untuk mengurangi beban hidup akibat dampak corona virus disease 2019 (COVID 19 Berdasarkan data-data yang telah di kumpulkan dapat di tarik kesimpulan bahwa Bantuan Sosial Tunai (BST) tidak berjalan dengan optimal dan tidak tepat sasaran sehingga program Bantuan Sosial Tunai (BST) Di Kelurahan Sei Sikambing B Kota Medan. belum berjalan dengan efektif dan belum maksimal. Cash Social Assistance (BST) is a government assistance program in the form of cash grants given to poor, underprivileged families who are affected by the corona virus disease 2019 (COVID 19) outbreak. Cash social assistance is given to beneficiary families (KPM), namely families who are designated as recipients of cash social assistance. The problem in this study is that there are still some people who are classified as poor who have not received assistance due to lack of accuracy in data collection, lack of data collection because the data used is data from the 2015 Social Welfare Integrated Data (DTKS) 2015. This type of research uses a qualitative method with a descriptive approach, namely describe the data obtained from the field that explains in words. This study uses the theory of George C. Edwards III by looking at four variables, namely communication, HR and budget resources, disposition, and bureaucratic structure. This study aims to determine the implementation of the Cash Social Assistance (BST) program in Sei Sikambing B Village, Medan City where cash social assistance must be utilized by KPM Cash social assistance to reduce the burden of living due to the impact of corona virus disease 2019 (COVID 19). collected, it can be concluded that the Cash Social Assistance (BST) is not running optimally and is not on target so that the Cash Social Assistance (BST) program in Sei Sikambing B Village, Medan City, has not run effectively and has not been maximized. |
