Abstract: Program Bantuan Pangan Non Tunan (BPNT) adalah bantuan yang di salurkan secara non tunai dari pemerintah kepada Keluarga Penerima Manfaat (KPM) setiap bulannya sebesar Rp.110.000 / KPM melalui mekanisme akun elektronik berupa Kartu Keluarga Sejahtera (KKS) yang digunakan hanya untuk membeli kebutuhan dalam bahan pangan di tempat yang telah bekerjasama dengan Bank himpunan bank Negara yang kemudian disebut e – warung program Bantuan Pangan Non Tunai (BPNT) ini merupakan pengganti dari Rastra/Raskin. Program Bantuan Pangan Non Tunai (BPNT) sudah disalurkan di beberapa Desa di Kecamatan Besesen, namum dalam penyalurannya masih terdapat masalah yaitu ketidaktepatsasaran dalam penyaluran bantuan pangan tersebut. Oleh karena itu tujuan dari penelitian adalah untuk mengetahui bagaimana peranan pemerintah desa dan apa saja yang menjadi kendala dalam penyaluran Bantuan Pangan Non Tunai (BPNT) pada masa pandemi covid-19 Di Desa Simpang Empat Kecamatan BebesenKabupatan Aceh Tengah. Metode yang digunakan peneliti dalam penelitian ini adalah metode penelitian kualitatif melalui wawancara, observasi, dan dokumentasi. Dari hasil penelitian diketahui pemerintah desa memiliki peranan dalam menyalurkan Bantuan Pangan Non Tunai (BPNT) diantaranya adalah melakukan sosialisasi, pemantauan dan evaluasi dan kendala dalam menyalurkan Bantuan Pangan Non Tunai adalah: Sistem Data/data tidak ditemukan,tidak tepat sasaran,tidak sesuai dengan waktu yang telah di tetapkan,kurang lengkapnya administrasi penduduk,terlambatnya dana bantuan datang kementrian ke rekening Keluarga Penerima Manfaat (KPM). The Non-Tuna Food Assistance Program (BPNT) is assistance that is distributed non-cash from the government to Beneficiary Families (KPM) every month for IDR 110,000 / KPM through an electronic account mechanism in the form of a Prosperous Family Card (KKS) which is used only to buy necessities in foodstuffs in places that have collaborated with Banks associated with State banks, which are then called e - stalls for the Non-Cash Food Assistance (BPNT) program, are a substitute for Rastra / Raskin. The Non-Cash Food Assistance Program (BPNT) has been distributed in several villages in Besesen District, however in its distribution there is still a problem, namely the inaccuracy in the distribution of the food aid. Therefore, the researcher wants to know how the role of the village government and what are the obstacles in the distribution of Non-Cash Food Assistance (BPNTprogram during the covid-19 pandemic in Simpang Empat Village, Bebesen District, Central Aceh Regency). The method used by researchers in this research is qualitative research methods through interviews, observation, and documentation. From the results of the research, it is known that the village government has a role in distributing Non-Cash Food Assistance (BPNT) including socialization, monitoring and evaluation and the obstacles in distributing Non-Cash Food Assistance are: Data / data systems not found, not on target, not according to time that has been determined, the incomplete administration of the population, the ministry's late arrival of aid funds to the Beneficiary Family (KPM) account.
